InterAid
Uganda Limited (IAU) is a non-governmental humanitarian national organization
established in 1988, and duly registered with the NGO Board and NGO Forum. IAU
is actively involved in programs geared towards the protection and improvement
of lives of disadvantaged people living in urban and rural areas in Uganda and
in the Great Lakes Region. InterAid Uganda is focused on its thematic areas of
Rights Protection, Education, Livelihood & Food Security, Health
(HIV&AIDS; Malaria; Maternal and Reproductive Health), Water, Sanitation
& Hygiene (WASH), Environment and Disaster Management and good Management
and Governance systems.
Key Duties and Responsibilities:
- The Procurement Officer will enhance judicious
procurement and disposal process in accordance with InterAid Uganda
Procurement Policy.
- Manage and maintain good supplier
relationship. - Customer satisfaction internally and
externally through ensuring effective and efficient procurement processes. - Respect all memorandum of Understanding,
procurement agreements and agreements with funders/donors requirements
- The jobholder will implement procurement
policies, procedures, and action plans across the organization. - Prepare and submit timely procurement
performance reports to management - Prepare procurement records and presentations
for monthly management review meetings - Responsible for preparing high level project
and routine purchasing reports as required (monthly) - Maintains records on purchase price
information on both open market and contract purchases and revises these
as conditions change - Actively participate as a member on the
Procurement Committee, attend meetings and provide technical advice to the
Committee members.
Procurement
Administration:
- Plans, prioritizes, assigns, supervises and
reviews work of staff in need to purchase including technical and
specialized procurement of supplies, equipment and services. - Receives, reviews, and analyzes purchase
requisitions - Confers with department officials concerning
supply requirements - Responsible for departmental administrative
issues such as maintaining/revising policies and procedures and purchasing
module, subcontract plan utilization. - Interprets purchasing policies, relays
instructions of policy and procedure revision on procurement and disposal
of assets to other departments
- The jobholder will manage the organisation’s
assets that are ready for disposal. - Ensure effective management of the asset
disposal process at its cost effectiveness
Tender Process
management:
- Implement the framework for preparation of Bidding
Documents and Request for Proposals in accordance with procurement
procedures. - Implement the bidding processes for goods,
works and Services in accordance with standard Tender procedures of the
procurement policy. - Implement guidelines and frameworks for bid
evaluation and selection process using the Technical & Commercial
Evaluation. - Conducts pre-bid meetings with interested
vendors and user departments to ensure complete understanding of bid
requirements, scope of work, and responsibilities - Participate in contract negotiations
- Prepares addendums following pre-bid to
clarify, make additions, deletions to quotations/proposals - Resolves delivery problems and complaints,
vendor disputes concerning contract obligations, and verbal and written
protests from unsuccessful bidders - Administers contracts and purchase orders to
ensure compliance with bid specifications, requirements, vendor
performance, delivery receipt, contract compliance, payment scheduling,
etc. - Serves on evaluation and tender committees as
required - Resolves problems and protests concerning bid
solicitations, contract awards or contract performance as the need arises. - Keenly reviews and analyzes all purchases to
ensure justification exists for tender awards and policy is followed.
- Continuously assess risks inherent in the
procurement process - Develop mitigation measures to curb the risk
inherent in the procurement process. - Regularly review the effectiveness of the
mitigation measures on a continuous basis - Continuously assess risks inherent in the
goods and services procured by the organization
- Monitor the implementation of contracts.
- Ensure procurement process compliance.
Qualifications, Skills and Experience:
- The ideal candidate for the procurement
officer vacancy should hold a Bachelor’s degree in Commerce, procurement,
or any business related program with a bias in procurement from a
recognized institution. - Professional qualification with CIPS, or any
equivalent is mandatory - At least four years’ relevant work
experience. - Familiarity with the procurement code of
conduct - Excellent interpersonal skills
