Job Summary: The Program Quality and Learning Manager- NUWEP is

tasked with responding to the significantly increased and changed needs to

manage, demonstrate and promote high levels of program quality, knowledge

management and learning and impact measurement based on sound research and

analysis. The creation of the PQLM function both reflects the evolving

complexity of NUWEP and the need to align with CARE Uganda transformational

change priorities related to working with and building the capcity of partners

on issues of evidence generation/testing new approaches/strategies/tools,

advocacy, policy influence and gender transformative approaches. The PQLM

position is an upgrade of the initial PQL Coordinator function where the latter

position focused mainly on developing and coordinating project level M&E

systems with limited intent to influence program level strategy and resource

allocation for program quality and learning actions and with limited capacity

to undertake analysis of information to demonstrate impact. This position will

thus have a very high of contribution to ensuring that NUWEP and CARE Uganda is

able to demonstrate heightened levels of impact, effective resource

allocation/management for program quality/learning actions knowledge management

and accountability (both to donors and forward accountability to program

participants). The PQLM will further provide technical guidance to the existing

Domain of Change Manager and future Initiative managers to enhance synergy

among components and take the lead in articulating the logic of how these

contribute to the program goal/objectives and putting to test the Programme

Theory of Change to demonstrate impact, accountability and contribute to

effective risk management.


Key Duties and Responsibilities: 


1. Support the

development and implementation of CO level starndard learning approaches that

strengthen programme quality and lead on ensuring that these are effectively

applied at NUWEP level: (30% of time)

  • Work in liaison with ACDP/CO advocacy

    lead/group to develop effective and efficient systems/approaches for

    adaptation to program and component intervention level for capturing,

    analyzing and articulating field level evidence to contribute to advocacy.

  • Regularly promote learning methods within the

    programme that address UCP/V in line with CARE’s programming principles,

    standards and program characteristics;

  • The incumbent will also link with other CO

    programmes, and other organizations/partners to identify

    approaches/methodologies of potential application under NUWEPs TOC

    Pathways –particuarly as related to program centers of expertise (WENG-

    advocacy/governance, WAYFIP- livelihood approaches etc). prepare tailored

    PQL strategies for the programme

  • Obtain first hand field information on the

    success, relevance and appropriateness of developed program strategies;

  • Develop and implement program learning

    workplan and facilitate the formation and operation of learning forums at

    programme level such as partnership platforms, review meeting, programme

    quarterly meeting, staff meeting e.t.c


2. Leading on the

adaptation of CO level impact measurement systems and standard M&E systems

to the NUWEP program level context (25% of time)

  • In charge of adapting CO level impact

    measurement systems to NUWEP and ensuring effective implementation of

    programme impact measurement and M&E systems that demonstrate progress

    towards achieving results, among others by ensuring that programme domain

    of change indicators are consistently and periodically monitored.

  • In line with the above, develop baseline

    values and targets on NUWEP Design Framework Theory of Change (ToC) Breakthroughs

    to enable contribution of program components to the NUWEP ToC.

  • Work closely with Domain of Change

    Manager/Initiative Managers to take lead in the development of component

    M&E systems based on internal and external good practices and lessons

    learned and take the lead on ensuring that these contribute to program

    level M&E and impact measurement systems.

  • The jobholder will work closely with NUWEP

    program management and Initiative Managers, develop Capacity Development

    Indicators that merge donor-specific tools into a program framework for

    gauging the effectiveness of CARE institutional and organizational

    capacity development and associated contribution to more strategic partner

    engagement.

  • The incumbent will also develop, review

    and/or adopt tools and operationalize systems/approaches that promote

    reflective learning within the program

  • Periodically put to test the program Theory

    of Change through assessment of program’s predictive assumptions,

    relationships between desired changes and the actions that may produce

    those changes

  • Support implementing partners to develop and

    adopt means that ensure contribution of project / program level DME and

    reflection systems and practices for CO PQL, AOP and LRSP.

  • Operationalise programme component M&E

    systems to facilitate forward and backward accountability to programme

    stakeholders

  • Work in liaison with the DPQL and Domain of

    Change Managers/Initiative Managers, Sub-office coordinators, to

    contribute to the PQL objectives set forth in the CO Business Plan and

    associated Annual Operating Plan (AOP), aiming for synergy among programs;

  • Actively participate in proposal design

    meetings ensuring that they reflect CARE programming principles and

    standards, fit into the CO programmatic framework and are aligned with CO

    strategic priorities;

  • Actively participate in program design,

    monitoring and evaluation activities of the programme at different levels.


3. Provide overall

program level management of resources for program quality and learning

interventions. (15% of time)

  • Takes the lead on NUWEP level planning

    (existing and in proposal development) for resource allocation for program

    quality and learning actions (specific PQL events –baselines, MTRs, final

    evaluations, ongoing knowledge management and learning activities, partner

    capacity builing in M&E, HR and activity fund allocations etc).

  • Manage periodic research and

    assessments/analysis of programme themes to inform advocacy, refinement of

    strategies, approaches and tools, ensure “do no harm”, evidence of impact

    and learning agenda of the program

  • Ensure value for money in resource

    allocation/management and forward accountability in line with standard

    levels of compliance as related to procurement processes, financial

    accountability and other relevant program support actions.

  • Significantly contributes to key discussions

    at program, DoC and component intervention level on resource allocation

    and risk management as related to program activities which interface with

    PQL actions e.g. contribution to JD development/staff hiring to ensure

    adequate coverage of PQL tasks and sufficient exposure to PQL work for

    selected staff and, adequate configuring and budget allocation of

    program/component activities to provide for interface with PQL-specific

    activities


4. Representation:

Provide input to and participate in relevant external (CARE/non-CARE) networks,

groups and other forums around program quality and learning (15% of time)

  • The incumbent will represent the programme on

    program quality and learning issues.

  • Build links to other parts of CI, including

    members, other COs, and CARE USA’s Impact Measurement and Learning Team.

  • Keep up to date with developments in the

    relevant areas including ‘best practice’ example within CARE and in other

    organizations both in-country and internationally.

  • Facilitate documentation and communications

    of best practices and innovations within and across the programmes, with

    partners and other stakeholders.

  • Maintain contacts with a range of consultants

    and promote effective use of a consultant database for design, monitoring,

    learning and proposal writing.


5. Facilitate capacity

building of staff/ partners and internal policy alignment for program quality

and learning within the programme and at CO level (10% of time)

  • Take lead in assessing the capacity of

    partners in respect to DME and ensure that the identified gaps are

    consistently addressed and embedded in their respective capacity building

    plan and that such CB contributes to the transformational change under the

    CARE Uganda CPR Action Plan and Presence Transformation Plan

  • Support the CO Documentation and Information

    Officer in maintaining a collection of easy-to-use guides and tools on

    M&E, data collection, how to develop indicators, most significant

    changes, etc. – for essess access using local knowledge depository and

    well as CARE’s global Minerva knowledge management system

  • Ensure that all partner M&E frameworks

    are aligned with the component M&E as well the programmes domain of

    change

  • Work closely with HR and other units /

    offices to promote appropriate skills and competencies for program quality

    and learning.


6. Performance management

(5%)

  • Identify development opportunities for the

    staff, and agree to a training plan to respond to those needs;

  • Make regular field visits to program sites to

    provide motivation, technical assistance and coaching.

  • Observe, maintain and ensure observance of

    CARE core values among CARE staff and implementing CBOs/NGOs.


Qualifications, Skills and Experience: 

  • The ideal candidate for the Program Quality

    & Learning Manager job opportunity should hold a Master’s degree in

    Social Sciences / Development Studies/ Information Systems/ Rural

    Development/ Agriculture Economics/Statistics

  • A minimum of seven years’ experience of DME,

    program quality and learning preferably in development organizations with

    a particular emphasis on effective analysis of both field, program and

    organization level results information and its translation into

    informative documents that guide ongoing work and new proposal

    development.

  • Proven Practical, project-level management

    experience with NGOs or international development organizations with

    strong resource management (funds, HR) skills.

  • Demonstrated high level competency in

    qualitative and quantitative information collection, processing,

    management and analysis; and report preparation, writing and presentation.

  • Significant experience in participatory

    design, monitoring and evaluation, and in PRA techniques.

  • Broad knowledge and understanding of

    different analytical frameworks e.g. Livelihoods, Rights-Based Approaches,

    etc.

  • Good understanding of qualitative and quantitative

    research techniques.

  • Proven experience in successful team work and

    strong facilitation skills.

  • High level English skills including strong

    presentational and writing skills.

  • Ability to produce evidence-rich

    communications materials
