Uganda: Chief of Party


Chief of Party, Uganda Sanitation Project East Africa Based in Kampala, Uganda Reports to the Executive Director of PACE Who we are We’re Population Services International (PSI), the world’s leading non-profit social marketing organization. Join us! PSI seeks an experienced Chief of Party (COP) to plan and coordinate all activities under an anticipated 5-year USAID-funded Uganda Sanitation Program. The COP will lead the in-country management and implementation components of the program aimed at sustainable improvement to the quality, access, and supply of water and sanitation services and improvement of hygiene behaviors in Uganda.
The COP will have significant leadership, management and international development experience; a demonstrated track record in successfully managing government relations; a commitment to capacity building; a strong interest in private sector approaches to development; and experience successfully implementing market-based approaches.

  • Serve as the overall technical lead and institutional liaison for the contract and provide the main administrative oversight

  • Provide expertise in developing and executing sustainable business models for sanitation service delivery, including research on existing markets and barriers to growth

  • Serve as main point of contact/representative of the project to USAID/Uganda and AOR

  • Facilitate senior level policy and dialogue with the Ministries of Health, Urban Planning, Ministry of Water and Environment, Ministry of Education, donors and partners

  • Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID standards

  • Lead internal and external program planning and reporting including annual work planning with sub-award partners

  • Ensure that cross-cutting themes such as gender and youth are fully integrated into programming

  • Contribute to supporting the design and diffusion of innovative business models and commercialization of technologies for sanitation service delivery in Uganda, including providing effective guidance and support to technical members of the in-country management teams and staff assigned to the project

  • Develop and manage a team that includes members of diverse backgrounds, including finance, marketing, engineering and product design in order to successfully co-create and support sustainable models for sanitation service delivery

  • Develop business plan outlining financial sustainability of the initiative

  • Ensure sound financial management including programmatic budgeting, spending projections and monitoring of payments

  • Ensure high-quality periodic reporting in line with USAID and PSI requirements

  • Work with in-country staff and regional WASH teams to ensure clear, strategic direction in technical areas

What are we looking for?


  • Master’s degree or higher in environmental or civil engineering, public health, business, governance or a related field

  • 10+ years’ experience successfully implanting projects in water and sanitation, local governance, or private sector capacity building for improvement of water and sanitation services and behavior change promotion

  • Familiarity with the state of the Uganda WASH sector including Ugandan water supply and sanitation issues

  • Progressively responsible experience, including: direct supervision of staff; quality evaluation of staff performance and deliverables

  • Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams

  • Demonstrated experience leading large donor supported programs in strategic planning, management, supervision and budgeting

  • Strong experience and commitment to developing markets for sanitation

  • The successful candidate will be a creative, innovative and strategic thinker, and will have: excellent communication, analytical, organizational, interpersonal and cross-cultural skills; a passion for private sector approaches to development; and proven ability to produce results

  • Demonstrated ability in the concepts, principles, methods and techniques of delivering market-based approaches to sanitation preferred

  • Demonstrated skills in effectively negotiating with host governments, donors, UN agencies, other USAID projects local organizations and partners

  • Demonstrated knowledge of USG grant implementation

  • Ability to manage agreements and all required programmatic and financial reporting requirements, including sub-grants management

  • Ability to perform internal control functions to manage day to day operations of the projects

  • Excellent interpersonal and communication skills, both oral and written

  • Excellent management skills

  • Fluency in English required

  • References will be required
