AVSI
Foundation is an international not-for-profit, non-governmental organization
(NGO) founded in Italy in 1972. Its mission is to promote the dignity of the
person through development cooperation activities, with special attention to
education, according to the social teaching of the Catholic Church. AVSI has
been present in Uganda since 1984, first supporting hospitals and agriculture
projects in Gulu and Kitgum districts, and later expanding around 1990 to
establish the present-day headquarters in Kampala, offices in Pader, Gulu and
Kitgum, and project activities in 12 other districts. AVSI staff has remained
through the long periods of instability in northern Uganda caused both by
anti-government rebellions led by Lord’s Resistance Army, and by conflict
across the northern border in Sudan, which caused displacement in both
countries.
AVSI
is leading a consortium of partners including CARE, TPO and FHI360 is
implementing a USAID funded project titled “Sustainable, Comprehensive
Responses for vulnerable children and their families – SCORE” in 23 districts
in Uganda.
Job Summary: The Technical Advisor – Socioeconomic
Strengthening will be responsible for ensuring high quality programming and
implementation of socioeconomic strengthening activities.
Key Duties and Responsibilities:
- Work in liaison with the SCORE Chief of
Party, Program Manager, Area Managers and Project Officers to provide
technical support to the high quality programming and implementation of
socioeconomic strengthening activities; - Develop technical standards for quality
programming in the technical area, ensuring integration with all SCORE
program areas; - The incumbent will also develop
tools/guidance/ protocols/ manuals and other materials for implementation
of quality programming; - Design/coordinate/ facilitate capacity
building of implementing partners in this technical area; - Provide continuous support supervision,
monitoring and evaluation and quality assurance to project activities in
the technical area to ensure achievement of targets; - Train, mentor and support SCORE program
officers concerned with Objective 1 within the regional teams; - Build and strengthen relevant linkages with
service level actors including private sector firms in order to enable
vulnerable children households’ access and utilize these linkages - Select and document promising practices for project
reports and publications and prepare abstracts for conferences/meetings in
his/her technical area - Actively participate in proposal writing and
other programmes development initiatives - Participate in all Technical Steering
Committee meetings - Represent SCORE in official meetings
concerning the technical area. - Represent AVSI in official meetings when
required by supervisors - Perform other duties within area of
responsibility, as requested by the Chief of Party.
Qualifications, Skills and Experience:
- The ideal candidate for the USAID SCORE
Project Monitoring and Evaluation Officer job opportunity should hold a
Master’s degree in Economics, Business Development, Agricultural
Economics, Rural Development, or any other relevant field from a
recognized institution. - A minimum of eight years working experience
in a holistic livelihoods improvement program with practical experience in
Agriculture, OVC, socio-economic development, monitoring and evaluations. - Broad knowledge and experience in research
and analysis, reviewing and conducting assessment, and developing
recommendations to inform plan formulation and implementation - Significant experience in managing
partnerships, and organizational capacity building of local organizations - Previous exposure and experience working with
different community/rural micro finance products - Ability to work with both formal and informal
community organizations in a rural setting. - Good people management skills – team building
initiatives - Effective interpersonal skills – oral and
written communication skills - Computer literacy skills
- Previous experience working in apprenticeship
programs
