The Ministry of Water and Environment

(MWE) through the Directorate of Water Development DWD) established Umbrella

Organisations (UOs) as de-concentrated units to support the Operation and

Maintenance (O&M) of the water and sanitation facilities in small towns and

rural growth centres geared towards improving their Functionality and

Sustainability. The UOs which are funded by both Government of Uganda (GoU) and

the Development Partners (DPs) are de-concentrated in six regions namely;

South- Western-Kabale, Central-Wakiso, Mid-Western- Kyenjojo, Northern-Lira,

Eastern-Mbale and Karamoja-Moroto covering the entire Country.


Key

Duties and Responsibilities: 


·        
In

charge of preparing the Umbrella Organisation’s quarterly and annually budgets

and work plans.


·        
Preparing

the financial management reports that meet requirements of the public finance

management regulations.


·        
In

charge of analyzing monthly, quarterly and annually cash projections to

ascertain amounts of transfers required and ensure timely requisitions.


·        
Handling

all personnel matters, including but not limited to identifying human resource

gaps, identifying staff training needs in relation to their jobs, tasks,

organizing timely and continuous staff performance evaluations.


·        
Preparing

and continuously updating and keeping the asset register of the Umbrella

Organization and ensuring that, the accounting records are up to date and

securely kept.


·        
Perform

any other duty that may be assigned from time to time.


Qualifications,

Skills and Experience: 


·        
The Accountant/Administrator

should hold a Bachelor’s Degree in Business Administration or Bachelor of Commerce

(Finance and Accounting).


·        
At

least three years’ experience in financial management practice.
