Regional Monitoring Evaluation and Learning Officer – Kampala – Right To Play



BACKGROUND:

Regional offices are in Africa, Asia, and the Middle East. Our programs are facilitated by more than 600 international staff and 14,400 local volunteer
Therefore, Right To Play is looking for a qualified, experienced and self-motivated Regional MELO.


JOB SUMMARY:
The Regional Monitoring, Evaluation and Learning Officer (RMELO) reports directly to the Regional Director or Regional Program Manager where applicable and technically to the Manager, Monitoring, Evaluation and Learning at RTP Headquarters (HQ) Toronto. The main responsibilities of RMELO is to lead the MEL system across the region to ensure that Right To Play contributes to a healthier and safer world through sport and play by facilitating continuous organizational learning, providing credible evidence and improving program effectiveness. The RMELO will provide technical leadership and support for Regional Office colleagues, the Country Managers and MELO including ( Uganda, Tanzanian, Burundi, Mozambique & Ethiopia) and region-wide partners towards achieving this goal.
The incumbent is a member of the global MEL leadership and regularly communicate with the MEL team at Right To Play HQ and with the broader Right To Play MEL community.


PRIMARY RESPONSIBILITIES:**
Job Responsibility #1: Monitoring, Evaluation capacity building and support
• Provides ongoing mentorship and support for MELOs in the respective countries.
• Conducts periodic country technical assistance and audit trips to support and oversee the quality of data collection processes and data management systems.
• Leads regional ME trainings to enhance monitoring, evaluation and learning and information sharing of regional and partner’s staff and supports MELOs to design and implement trainings in respective countries.
• Contributes to Right To Play’s online M&E portal and other global organizational initiatives to share learning and best practices


Job Responsibility # 2: Quality monitoring processes and systems
• Works in collaboration with the global MEL team to customize and implement the global ME framework within the region including data collection processes, tools and systems.
• Oversees and supports the semi-annual outcomes monitoring process by: 1. providing technical support on the sampling, data collection and analysis processes, 2. ensuring quality and accuracy of data, 3. coordinating and reviewing outcome reports, 4. developing a regional report that synthesizes key findings across the countries.
• Ensures timely and accurate reporting of outputs by coordinating, analyzing, updating and maintaining the quarterly count system.
• Leads the regional implementation of the MEL database.


Job Responsibility # 3: Program learning, planning and design
• Oversees the identification and the ongoing review of the key strategic learning questions for each country in the region and for the region as a whole.
• Supports MELOs in integrating the learning questions into their measurement plans.
• Develops a regional strategy to ensure that the ME findings are shared and discussed and are informing programming decision-making
• Provides additional technical support as needed throughout the region during program planning, including log frame development and review, identification of indicators and performance targets, and development of project-specific measurement approaches.
• Supports in the development of proposals as needed.


Job Responsibility # 4: Assessment, evaluation and studies
• Serves as principal evaluator for major baseline and needs assessment studies, while supporting country teams in routine needs assessments and baselines.
• Co-leads internal mid-term evaluations with RTP HQ ensuring: strong coordination of planning and logistics, relevant design and data collection techniques, comprehensive analysis, and wide-spread communication of results.
• Collaborates with the Global MEL team in the planning and implementation of strategic learning studies and operational research studies


V. MINIMUM REQUIREMENTS (Must have):
• Advanced university degree in social sciences, development, or related field
• Training in Monitoring and Evaluation (e.g. university courses, workshops, certificates)
• 5 years of experience in international development and monitoring & evaluation out of which 3 years of practical experience in designing and leading field-based program/project monitoring, evaluations, and/or research studies.
• Strong knowledge of planning and implementing program monitoring and evaluation methodologies and frameworks. Strong knowledge of program design and implementation, including results-based management, use of log frames and key performance indicators, etc.. A strong working knowledge of issues related to and approaches for development and humanitarian programming (e.g. health, education, community development, refugee and internally displaced populations, gender equality, inclusion, advocacy, etc.) Excellent written and presentation skills in English, particularly related to presenting findings and writing M&E reports.
• Fluency in English language and local language(s). Knowledge of French/Portuguese is an added advantage.
• Must be eligible to work in Uganda and willing to accept the Terms and Conditions for locally hired staff.
