The United
Nations Conference on Trade and Development (UNCTAD) was established in 1964
and it’s the principal organ of the United Nations General Assembly dealing
with trade, investment, and development issues. The organization’s goals are
to: “maximize the trade, investment and development opportunities of developing
countries and assist them in their efforts to integrate into the world economy
on an equitable basis.”
Job
Summary: The Information Systems Officer be responsible for providing technical
assistance and support to the Government of Uganda during the implementation of
the Electronic Single Windows (ESW) Project.
Key
Duties and Responsibilities:
1. Offer technical direction and advice
on the most suitable ICT (Information and Communication Technology)
architecture and configuration for the ESW project in the Government of Uganda
specific conditions;

Supporting the Government of Uganda in the
preparation of the technical specifications and evaluation criteria for the
procurement of ICT hardware, software and associated services required for the
implementation of the Government of Uganda Electronic Single Window system;
·
Providing technical assistance and support in the
prototyping, testing, piloting, roll-out, administration and maintenance of all
of the Government of Uganda Electronic Single Window system e-Documents
including remedial actions, as required;
·
Organizing and delivering Electronic Single Window
technical training courses on the implementation, operation and maintenance of
the Government of Uganda Electronic Single Window system;
·
Supporting NPT (National project Team) in the
preparation of the national Electronic Single Window technical documentation.
2. Further development/enhancement of the
Government of Uganda Electronic Single Window system by:
·
Providing technical advice to the Government of
Uganda on the technical aspects of the Electronic Single Window national
extensions/e-Documents, with the view to ensure their integration into the
overall operational Electronic Single Window system architecture of the
Government of Uganda..
·
Supporting the Government of Uganda to coordinate
the technical development of the national extensions/e-Documents of the
Electronic Single Window system and their integration into the operational
Electronic Single Window environment of the Government of Uganda;
3. Coordination of the Government of
Uganda Electronic Single Window system technical implementation with other
governmental agencies’/orgnaizations’ ICT and infrastructure activities having
impact on the Government of Uganda ICT systems by:

Guiding the Government of Uganda on the technical
implications for the Electronic Single Window system and ESW of other
governmental agencies’/organizations’ ICT and infrastructure related;
·
Coordinating the technical implementation of the
Government of Uganda Electronic Single Window e-Documents with other
governmental agencies’/organizations’ ICT and infrastructure relevant
activities;
4. Assistance in Project reporting and
monitoring system by:
·
Supporting the NPM (Natl. Project Manager) in the
preparation of Project Progess Reports for national counterpart authorities;
·
Preparing and submitting regular technical Project
Progress Reports for the ASYCUDA Regional Coordinator for East and Southern
Africa inclusive of the elements relating to the logical framework and
monitoring plan.
Qualifications,
Skills and Experience:
·
The ideal candidate for the United Nations
Conference on Trade and Development (UNCTAD) Information Systems Officer job
placement should hold an advanced University Degree in computer science,
information system, mathematics, statistics or related field. A first level
university degree in combination with qualifying experience may be accepted in
lieu of the advanced university degree
·
A minimum of five years relevant working
experience in the field of IT system deployment and support.
·
Prior experience in upgrading mission critical
applications in a production environment.
·
Prior exposure and experience in organising and
delivering training courses within governmental organisations would be an
advantage. Experience of working in an international environment would be
desirable.
·
Languages: Fluency in
English is required. Knowledge of another official UN language is considered an
advantage.
·
Professionalism: Proven
experience in prototyping and implementing complex customs information
technology systems. Is conscientious in observing deadlines and achieving
results.
·
Teamwork: Demonstrated
ability to develop consensus among people with varying points of view; supports
and acts in accordance with final group decision, even when such decisions may
not entirely reflect own position; shares credit for team accomplishments and
accepts joint responsibility for team shortcomings.
·
Technological
Awareness: Sound technical ICT knowledge with detailed knowledge of Java, Linux
and Oracle programming.
·
Communication – Strong
communications skills, both oral and written, sound drafting ability. Good
inter-personal skills with the ability to communicate well with end-users.
