support for monitoring and evaluation of programmes and activities for

evidence-based decision-making and strategic planning. The organisation works

national health systems, which helps relieve poverty and support improved

diagnosis and treatment of malaria, the control of neglected tropical diseases

and the promotion of child health.


Job Summary: The Deputy Chief of Party will mainly be

responsible for the overall coordination of all health systems strengthening

related project activities in MCs effort to strengthen the capacity of Ugandan

institutions and communities to deliver quality, integrated health services. The

incumbent will ensure compliance with all donor regulations.


Key Duties and Responsibilities: 


1.

Management Responsibilities:


·        
Serve

as a key member of the project’s Senior Management Team (SMT)


·        
Managing

all administrative functions, including human resources, IT, security and

operations


·        
Work

in liaison with the SMT to ensure that all aspects of programme strategy,

design, planning, implementation, and monitoring are technically sound and

uphold best practices


·        
Work

in liaison with SMT and others in managing all day-to-day operational aspects

of the programme and ensuring that programme implementation proceeds according

to plan and within budget


·        
Develop

and implement a management framework for the project team


·        
Ensure

the monitoring of internal systems and procedures to efficient and proper use

of resources and internal controls


·        
Ensure

compliance with code of conduct, procedures and policies in compliance with

USAID rules and regulations


·        
Assist

the CoP with project budget planning and management


·        
Support

CoP and project leaders with development of work plans and compliance with

deliverable schedules


·        
Keenly

review all programme donor and internal programmatic reports, including but not

limited to monthly, quarterly, annual and final reports in full compliance with

contractual requirements


2.

Technical Responsibilities:


·        
Initiate,

develop and monitor the implementation of compliance oriented systems,

strategies and procedures for strengthening health systems in liaison with MoH,

District Health Teams (DHT), and other government sectors.


·        
Work

directly with the Chief of Party and other project staff on the design and

implementation of key health systems strengthening (HSS) activities under the

project


·        
Design

and implement strategic human resources for health activities that aim to build

capacity of the Ugandan health workforce.


·        
Design

strategies to strengthen referral systems between different levels of the

health system within Uganda


·        
Design

strategies for improved disease surveillance and strategic information

gathering and use, as well as improved use of reliable data for improved

service delivery


·        
Significantly

contribute to sustainable improvements in public health service delivery and

institutional capacity


·        
Design

and carry out capacity building trainings and workshops to build capacity of

relevant health sector staff, district governments, and other community-based

organisations


·        
Coordinate

stakeholder engagement within and beyond the target region, including through

coordination with other implementing partners, other donors that are

contributing to health systems strengthening efforts in Uganda, relevant

government stakeholders, and other civil society organizations building health

capacity in Uganda


·        
Develop

and maintain a competent & motivated “team of Managers” through

implementing HR support activities in line with Malaria Consortium human

resources manual


·        
Develop

and monitor the implementation of initiatives for conducting operational

research on ‘health systems strengthening’ as is relevant to the project

objectives


·        
Improve

transparency and oversight in health services financing and administration at

provincial, health zone, facility, and community levels


·        
Work

in liaison with the CoP to ensure that strategic health systems strengthening

approaches are incorporated into service delivery implementation and vice versa


·        
Develop

a strategic framework for developing & maintaining partnerships and

networks between Ministry of Health leadership and Implementing Partners,

District Health Teams, private sector entities, NGOs, and other government

sectors involved.


·        
Coordinate

closely with monitoring and evaluation in ensuring that HSS interventions are

tracked and monitored regularly to determine best practices and adjust

strategies as necessary


Qualifications, Skills and

Experience: 


·        
The

ideal candidate should preferably hold a Master‘s degree and five years of

relevant experience post degree, including four years of relevant experience in

developing countries


·        
Five

years’ of progressively responsible experience in managing administrative

functions


·        
Extensive

management expertise, interpersonal skills, and professional relationships to

fulfill the projects outlined health systems strengthening activities and goals


·        
At

least eight years’ experience with progressively increasing responsibility in

designing, managing, and implementing complex, large scale public health

programs and experience in leading a highly successful health systems

strengthening program in Uganda or in a similar setting.


·        
Broad

working knowledge of USAID regulations, systems and procedures for managing

complex grant programmes with multiple partners


·        
Proven

leadership skills and team leading


·        
Fluency

in written and spoken English required; strong communication skills


·        
Previous

CoP/DCoP experience with USAID-funded projects is desirable


·        
Previous

experience working on health projects is desirable


·        
Strong

people management skills with the ability to provide guidance and support


·        
Proven

strong organisational skills and strong track record in meeting deliverables

and deadlines


·        
Demonstrated

experience preparing comprehensive progress reports on complex programmes
