Job Summary: The Health Systems Strengthening Director
will offer technical assistance across the RHITES-EC project for matters
pertaining to strengthening of the health system. S/he will provide technical
leadership for core activities and specific field requests, ensuring strong,
integrated, and sustainable systems are in place for integrated HIV/AIDS, TB,
family planning, TB, malaria and nutrition. The incumbent will work with key
public and private sector stakeholders to identify, manage, and implement
relevant and feasible initiatives that increase access to and utilization of
health services in Uganda. The job holder will also provide support to core and field program
design and implementation, and will backstop in-country staff as necessary.
Key Duties and Responsibilities:

Provide
overall leadership to regional and country teams, USAID missions, and
host-country counterparts in assessing country and/or regional health care
financing priorities, strengthening human resources for health systems,
identifying health system strengths and weaknesses, and determining short- and
long-term achievable, sustainable strategies to strengthen the health system
capacity for effective service provision;

Foster
stronger, local capacities within the MOH and among NGOs in Uganda;
·
Identify
best practices in the fields of health systems strengthening;
·
Actively
contribute to brainstorming and development of research agendas and special
projects related to improving health systems delivery and; and
·
Serve
as a technical resource to project personnel on issues of design, methods, and
interpretation of data.
Qualifications, Skills and
Experience:
·
The
applicant should preferably hold a Master’s Degree in public health, or a
related field;
·
At least
eight years’ experience with progressively increasing responsibility in
designing, managing and implementing complex, large scale health public health
programs and experience in leading a highly successful health systems
strengthening program;
·
HRH
experience strongly desirable;
·
Prior
experience contributing technical expertise to design and implement health
related projects in Uganda, preferably related to USAID-funded projects; and
·
Strong
skills in team management, facilitation, strategic thinking, verbal
communication, and writing.
