Jhpiego is an international, non-profit
health organization affiliated with The Johns Hopkins University. For 40 years
in East and Southern Africa, Jhpiego has empowered front-line health workers by
designing and implementing effective, low-cost, hands-on solutions that
strengthen the delivery of health care services, following the
household-to-hospital continuum of care. Jhpiego partners with organizations to
build sustainable, local capacity through advocacy, policy development, human
resources for health and quality and performance improvement approaches.
In recent years, contraceptive implants
have gained popularity, and uptake of implants has increased in many countries
including Uganda. However, we lack well-articulated and well-documented
strategies to improve access to quality and timely implant removal services so
that clients can access implant removal when they demand it, within a
reasonable distance. The primary goal of this 2-year project is to accelerate
and document promising practical, cost-effective, scalable, and replicable best
practices in implant removal services, with an aim to generate or further
evidence for the global FP community. To accomplish, Jhpiego will use
purposeful knowledge gathering and engage the public and private sectors in
Uganda to collaborate in building evidence for best practices that ultimately
ease access to quality removals for the client.
Job
Summary: The Project Officer will support the strategic
development and implementation of service delivery strategies that expand
coverage of contraceptive implant services, specifically for implant follow-up
and removal. At a national level, the Project Officer will provide support to
the Sr Technical FP/RH advisor to work closely with MOH counterparts and the
family planning implementer community, organizing stakeholder meetings, travelling
within Uganda to assess quality of activities, and documenting project
activities. At a district level, the
Project Officer will collaborate local public health officials to implement
activities that will strengthen coverage of quality implant removal services in
at least two districts. The Project
Officer position’s responsibilities will include traveling within Uganda to
conduct field-based activities including assessments, implementation support,
routine data quality assessments, training coordination and support, and
supportive follow-up at public and private health facilities in close
coordination and collaboration with the MOH and other international, regional,
and local NGOs/CBOs working in family planning.
Key
Duties and Responsibilities:

Provide
administrative and technical support to project activities to ensure
activities are implemented effectively
and efficiently
·
Work
in liaison with the Sr FP/RH Technical Advisor and other key staff to
contribute to project reporting and workplanning, support implementation
activities and other duties as appropriate
·
Collaborate
closely with MOH and partners to support family planning service delivery
planning and implementation, monitoring & evaluation and quality
improvement interventions
·
Offer
logistical and administrative support to implement clinical training and
supportive follow-up to health care workers to deliver accessible, high quality
family planning services to young women and adolescents
·
As
needed, represent Jhpiego in domestic forums and technical working groups
convened by the Ministry of Health and others
·
With
oversight of Sr FP/RH Technical Advisor, draft materials, including policies,
guidelines, operational plans and publications related to contraceptive implant
service delivery
·
Draft
and modify technical workplans and budgets; participate in workplan and budget
reviews, as required
·
Build
and strengthen working relationships with colleagues, stakeholders and donors
·
As
needed, represent the project’s interests in public and professional circles
through meetings, technical working groups, task forces, and conferences
·
Ensure
high-quality program implementation in line with Uganda’s national guidelines
·
Work
in liaison with local Jhpiego staff and partners to identify short term technical
assistance needs and opportunities to strengthen technical approaches and
implementation
·
Ensure
all program activities are well organized and implemented
Qualifications,
Skills and Experience:
·
The
Project Officer should preferably hold a Clinical degree (Clinical Officer or
Midwife) required. Possession of a Masters level public health degree preferred
·
A
minimum of three years family planning clinical service delivery experience
·
Previous
experience with an NGO, providing technical and programmatic support (e.g. work
planning, reporting, strategic planning)
·
Excellent
interpersonal, writing and communication skills
·
QGIS
skills preferred
All suitably qualified and interested
