The United

Nations Conference on Trade and Development (UNCTAD) was established in 1964

and it’s the principal organ of the United Nations General Assembly dealing

with trade, investment, and development issues. The organization’s goals are

to: “maximize the trade, investment and development opportunities of developing

countries and assist them in their efforts to integrate into the world economy

on an equitable basis.”


Key

Duties and Responsibilities:
Within delegated authority, the Programme

Management Officer will be responsible for the following duties:


1. Participating in the development,

implementation and evaluation of the Ugandan Electronic Single Window (UESW)

system by:


·        
Monitoring and analysing the development and

implementation of the Project;


·        
Regular review of all relevant documents and

reports;


·        
Identifying problems and issues to be addressed

and proposing corrective actions; and


·        
Working closely with relevant parties; identifying

and tracking follow-up actions.


2. With the aim of improving the

implementation of UESW, conduct specific assignments, assisting the PIT (Project

Implementation Team) in:


·        
In charge of planning facilitating workshops;


·        
Developing the action plan the client will use to

manage the change;


·        
Researching, analysing and presenting information

gathered from diverse sources; and


·        
Conducting survey initiatives; designing data

collection tools; reviewing, analysing and interpreting responses, identifying

problems/issues and preparing conclusions.


·        
Prepare necessary written outputs, such as draft

background papers, analysis, sections of reports and studies, inputs to

publications, etc., related to the implementation of UESW.


·        
Provides substantive support to PIT, UESW Steering

Committee, Consultative and other meetings, conferences, etc., to include

proposing agenda topics, identifying participants, preparation of documents and

presentations, etc.


3. Undertake activities to ensure the

success of the project implementation by:


·        
Conducting training workshops, seminars, and making

presentations on specific topics/activities.


·        
Actively participate in field missions; provide

guidance to external consultants, government officials and other parties and

drafting mission summaries.


·        
Coordination of the overall UESW implementation

with other governmental agencies, advising on the technical and functional

implications of the UESW system on other agencies.


·        
Provide support in Project reporting and

monitoring system by: (a) assisting the NPM (National Project Manager) in the

preparation of technical and functional aspects of Project Progress Reports for

counterpart authorities; (b) preparing regular technical Project Progress

Reports for the ASYCUDA Regional Coordinator for East and Southern Africa

inclusive of the elements relating to the logical framework and monitoring

plan.


Qualifications,

Skills and Experience: 


·

placement should hold an advanced university degree (Master’s degree or

equivalent) in business administration, management, economics or a related

field. A first-level university degree in combination with qualifying

experience may be accepted in lieu of the advanced university degree


·        
At least five years of progressively responsible

experience in project management, programme management, administration, or

related area.


·        
In addition, the following experience would be an

advantage: a) participation in the organization and delivery of training for

governmental agencies; b) assignments in developing countries and/or transition

economies within an international organization; c) participation in the

implementation of an automated system for Customs, or any other development

related to Trade Facilitation.


·        
Languages: Fluency in

English is required.


·        
Demonstrated ability and knowledge in the design

and management of complex information management systems. Is conscientious in
