The Elizabeth

Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS

through research, advocacy, and prevention and treatment programs. We are a

global leader in the fight against pediatric HIV and AIDS, working in 15

countries and at 7,000 sites around the world to prevent the transmission of

HIV to children, and to help those already infected. Today, because of the

highly successful work of the Foundation and its partners over the last 25

years, pediatric AIDS has been virtually eliminated in the United States and

new infections in children have declined by 58% worldwide. EGPAF Uganda Country

program is currently implementing a number of projects in partnership with

various donors.


About USAID RHITES Project:


The Elizabeth

Glaser Pediatric AIDS Foundation (EGPAF) implements the USAID Regional Health

Integration to Enhance Health Services in the South West Uganda Project

(RHITES) whose aim is to increase the availability, accessibility and quality

of integrated health services including HIV and TB prevention, care and

treatment; maternal, neonatal and child health services; family planning;

nutrition assessment, counseling support; malaria prevention and treatment and

other primary carer services.


Job Summary: The Research

and Evaluation Advisor will work closely with the program team and the SI&E

team to design and oversee the implementation of program evaluations and other

operations research and program assessments with the purpose of identifying

improved models of MNCH/PMTCT, Malaria, Youth and Adolescent Health, and HIV

care and treatment program implementation and enhancing program quality. The

technical advisor will also make scientific information accessible to EGPAF,

district and MOH staff.


Key Duties and Responsibilities: 


·        
Coordinate the implementation of public health

evaluations and operations research in the EGPAF Uganda  programs, including: development of

protocols, coordinate IRB approval process, support training of field staff,

ensure adequate supervision and data quality assurance, coordination of data

analysis, development and implementation of dissemination plan.


·        
The incumbent will assist the Strategic Information

& Evaluation department to conduct structured program assessment and

routine evaluations of activities to improve program efficiency and

effectiveness


·        
Provide training and mentorship to in-country

program team in the conceptualization, design, conduct and analysis of public

health/program evaluations to advance their knowledge, experience, and further

their career development. Act as coach/mentor to build the capacity to

coordinate and implement program evaluation and operational research activities


·        
Work in liaison with the program implementation team

to identify priority program and public health evaluation questions


·        
Work closely with the program implementation team to

identify and evaluate interventions to address key programmatic

gaps/bottlenecks using strong scientific methodology to inform the program,

MOH, and the broader HIV field


·        
Work closely with the Foundation’s SI&E Team to

utilize program data to support program assessments and design and implement

operational and evaluation research for global program improvement


·        
Collaborate with the global research team to

leverage global expertise and share experiences


·        
Serve as source of scientific information on

HIV/AIDS, review of relevant scientific literature, and provide updates on

results of current research in the field for staff to ensure evidence based

programming and program responsiveness to the emerging evidence in the field


·        
Support the management to identify resources to

enable to expand the research portfolio within EGPAF Uganda, including proposal

writing.


·        
Facilitate the sharing of research and evaluation

related activities between EGPAF supported country programs, including

dissemination of results


·        
Provide technical leadership and management for the

effective implementation of specialized specific survey methodologies such as

LQAS, PLACE.


·        
Undertake the triangulation of data collected

through routine HMIS, LQAS and other sources to inform research and evaluation


·        
Coordinate with other partners accessing and

providing scientific information and expert advice


Qualifications, Skills and

Experience: 


·        
The applicant should preferably hold a Master’s degree

in Epidemiology, MD or similar advanced degree in public health, maternal child

health or HIV related health science


·        
At least three years’ experience in clinical or

implementation/operations, or behavioral research experience required


·        
Past exposure and experience in providing technical

support to health professionals in evaluation design, quantitative,

qualitative, and/or operations/implementation research methodologies, and study

implementation in developing countries


·        
Working knowledge and understanding of current HIV,

PMTCT, MNCH, Malaria  and HIV care and

treatment


·        
Previous experience in working for an international

NGO in developing countries


·        
Working knowledge of USAID  procedures, rules and regulations


·        
Detailed working knowledge of protection of human

subjects in research and ethics regulations to ensure compliance with all local

and international requirements


·        
Broad knowledge and understanding of periodic data

collection methodologies including LQAS and PLACE


·        
Excellent working knowledge of major databases and

analytical programs including MySQL, Visual Basic, MS access, MS excel, STATA,

SPSS and Epi Data, and GIS


·        
Proven exposure and experience in the development of

research proposals and management of research in developing countries


·        
Strong organizational skills, with ability to

prioritize, take initiative and follow-through


·        
Ability to exercise diplomacy and build partnerships

and consensus, within teams, governmental agencies and with other stakeholders


·        
Excellent communication skills, both oral and

written, are required


·        
Ability to relate and work well cross-culturally


·        
Ability to travel to the supported regions and

districts.
