Job Summary: The Engaging Men and Boys Cross Country Thematic

Specialist primarily manage the strategic development, and successful delivery

of the Engaging Men and Boys capacity building initiative for CARE Uganda,

Rwanda and Ethiopia. The Engaging Men Cross Country thematic Specialist is part

of a team of Thematic Lead Specialists on the Learning for Change project that

aims to build CARE staff and partner capacity in gender trans formative

approaches as a basis for demonstrating strengthened impact in this primary

area at Impact Group Level. As the technical lead in the area of Men Engage

programming, this position will ensure that technical support and sound

approaches in the Engaging Men thematic area contribute in an effective way to

the fulfillment of gender trans formative impact at program level. The Engaging

Men Thematic Specialist is a technical lead in the areas of gender

transformation, masculinities and engaging men. The position is based in

Northern Uganda but will also provide cross Country support to CARE

international offices in Ethiopia and Rwanda as part of the implementation team

for the Framework program on ‘Learning for Change: Strengthening Women’s Voices

in East Africa.’


Key Duties and Responsibilities:  


1. Provide Bi-lateral

technical assistance and support to CARE and partners staff in the 3 countries

of implementation to plan, implement, monitor and build capacity in gender

transformative approaches and engaging men and boys approaches as the basis for

key changes such contributing to reducing gender based violence, demonstrating

improved gender sharing attitudes and promoting women empowerment.

  • Support CARE and partners’ staff in

    conducting capacity assessment for partners and impact groups to identify

    their strength and weaknesses in the implementation of gender

    transformative approaches and particularly in Engaging men and boys

    initiatives.

  • Carry out periodic reviews, updates and

    ensure quality implementation of men and boys engagement strategies and

    ensuring consistency and coordination with other key elements of the

    program.

  • Offer technical assistance, mentorship,

    guidance to Country offices and partners organizations on men and boys’

    engagement, sexuality, masculinities, continuously making linkages with

    transformative gender theories.

  • Support and coordinate the developing of

    capacity development plans across all program countries based on above

    assessment

  • In charge of coordinating technical

    assistance (including remote TA), providing on-site periodic technical

    support, guidance and accompaniment to country specific capacity

    building/training, directly delivery TA to country level CD coordinators

    and identifying other means (in county and regionally) that can provide

    such support.

  • Working closely with Country offices to

    facilitate and organize support to training workshops for skills building,

    sensitization and capacity building for the relevant stakeholders, and

    implementing partners

  • Lead the hiring and technical monitoring of

    gender/ engaging men and boys resource persons and or consultants.

  • Take lead in the selection of and support for

    external, technical assistance consultants on EMB assignments as may be

    required by the different country offices

  • Ensure that CARE and partners are well

    trained on issues of accountability to women’s rights work as per

    international standards

  • Roll out training for CARE and partner staff

    of the Men Engage Accountability Toolkit and adapt as needed.


2. Work in liaison with the

Gender Mainstreaming/ GED advisor to engage CARE male staff across all

countries for GED (and how to deal with resistance within partner organizations

and CARE to the GED work )

  • Represent CARE in relevant national, regional

    and international spaces related to Engaging Men and Boys for Gender

    Equality

  • Provide strong inputs to the CARE International

    Working Group on Engaging Men and Boys for Gender Equality

  • Design of appropriate and impact ful models,

    approaches and tools for gender trans formative work and men and boys

    engagement.

  • Carry out ongoing assessment of existing

    gender trans formative programming in countries of implementation to

    determine what has worked, what has not and why and to inform the design

    and implementation of CARE and partners’ gender trans formative and men

    engagement strategies;

  • Ensure CARE and partner’s staff are trained in

    these approaches, strategies, tools and models.


3. Provision of long

distance and regular in site TA to assess quality of implementation and impact

of selected gender transformation and men engagement models:

  • With Country office leads, develop, design and

    adapt men and boys training materials and training programs to motivate,

    and mobilize staff and partners expertise and commitment to the

    application of innovative approaches

  • Provide on-going mentoring support, guidance

    and coaching to country offices to ensure delivery of quality services and

    program quality within the EMB component field

  • In collaboration with the Knowledge

    Management & Learning thematic lead, Support CARE and partners’ staff

    with the development and maintenance of effective gender transformative

    approaches, male engage models and approaches.

  • Support offices to develop an M&E system

    (indicators, tools for data collection, for analysis, for data storage,

    etc.) that allows measuring the results (at outputs, but also outcome and

    impact levels) from the gender transformation component of the sub program

    and from the male engagement work in particular;

  • Considering the sensitivity and risks of

    causing harm by poorly thought through and poorly implemented gender

    transformative approaches, particular attention will be paid to tracking

    and assessing potential negative unintended effects such as an increase in

    domestic violence, etc.

  • Support the development of a cross country

    learning agenda around gender transformational approaches and particularly

    around male engagement, ensuring lessons about what works, what does not

    and why is identified, documented and shared to inform our strategies and

    approaches and to feed into the learning component of the EMB initiative.

  • Actively participate in evaluating progress

    towards achievement of EMB program/project outcomes, with a focus on

    gender transformational approaches and men engagement; practically, it may

    mean contributing to the design and implementation of base lines, midterm

    reviews, annual reviews, specific learning events, end lines and / or

    final evaluations, etc.

  • Follow up and dissemination of Phase III

    evaluation results regarding the Added Value of Engaging Men approach for

    other development outcomes (at least for Roco Kwo, Berchi in Ethiopia) and

    support to staff to integrate these findings into trainings and

    programming


Qualifications, Skills and Experience:  

  • The ideal candidate should hold a Master’s

    degree in gender, Social work and Social development, Community

    Psychology, adult education, Sociology or relevant Post graduate

    qualification.

  • Advanced knowledge and at least five years of

    prove practical experience technically supporting gender transformative

    approaches.

  • A minimum of five years of hands on

    professional experience in community development work (including working

    with institutions, understanding their culture, breaking taboos in

    conversations, ability to discuss sensitive topics such as masculinity and

    sexuality in a sensitive but direct way) with experience implementing

    gender transformative programs a must.

  • Previous experience working with large, cross

    cultural teams with multiple deliverables is desirable.

  • Excellent inter-personal communication and

    facilitation skills; sound judgment and decision making skills.

  • Proven ability to network, build

    relationships and establish collaboration with different partners,

    agencies local and international networks.

  • Ability to link with community activists and

    social movements

  • Knowledge and strong skills in M&E, report

    writing and documentation.

  • Unshakable commitment to gender equality.

  • Knowledge of languages used in the

    participating countries (Ethiopia, Rwanda, Northern Uganda) are considered

    an added value
