Uganda

Business and Technical Examinations Board (UBTEB) is one of the national

Examinations Boards in Uganda whose mandate is to streamline, regulate,

coordinate and conduct credible examinations and award Certificates and

Diplomas in the Business, Technical and Vocational professions. The Board

therefore conducts Business, Technical and Vocational examinations, including

Applied Science specialties such as Biological Sciences (Agricultural,

Fisheries, Wildlife, Forestry, Bee keeping and other related fields), Physical

Sciences (Meteorology, Surveys and Land Management, and other related fields),

Cooperative, Social Development, Hotel, Catering and Tourism.


Job Summary: The Executive Secretary will provide day-to-day

financial, overall operational, managerial and administrative support to the

Board.


Key Duties and Responsibilities: 

  • The jobholder should be the Chief Executive

    and Accounting Officer responsible to the Board;

  • The incumbent will be in charge of recording

    proceedings of the meetings of the Board and its Committees;

  • Provide advice to the Board on examinations

    and awards policy, implementation, monitoring and evaluation;

  • Develop and recommend to the Board the rules

    and regulations on the conduct of examinations;

  • Develop, recommend and issue technical and

    administrative guidelines to staff for implementation;

  • In charge of the development of human

    resource policies for UBTEB

  • Responsible for strategic planning and

    resource mobilization for the Board

  • The incumbent will recommend to the Board

    persons for appointment, confirmation and/or disciplinary action;

  • The jobholder will be the Chief custodian of

    the Board’s seal and resources;

  • Responsible for safety and security of

    examinations data bases, results, certificates, diplomas, and transcripts;

  • The incumbent will commission research

    studies for purposes of improving performance of examinations, and develop

    strategies for meeting the competitiveness of awards;

  • Responsible for safety and security of

    examinations data bases, results, certificates, diplomas and transcripts;

  • Commission research studies for purposes of

    improving performance of examinations;

  • Keep sequential record of examinations and

    its processes i.e. examinations database and results;

  • Prepare and send timely feedback of

    examinations and update to institutions on current examination policies

    and techniques;

  • The incumbent will develop strategies for

    meeting the competitiveness of quality awards;

  • Convene top management and prepare for local

    and international meetings of the Board;

  • Exercise the powers of the Board when the

    Board is not sitting subject to the final approval of the Board;

  • Perform any other such duties as necessary to

    achieve the objectives of the Board.


Qualifications, Skills and Experience: 

  • The ideal candidate should hold an honours

    Bachelor’s Degree in Education or in a field examinable by the Board from

    a recognised institution.

  • Possession of a Master’s degree in Business

    field or Technical or any other related field examinable by the Board from

    a recognised institution.

  • Possession of Post graduate qualification in

    Education; or a postgraduate qualification in Administration/Management will

    be an added advantage.

  • A minimum of ten years’ experience, seven (7)

    of which at senior management level and three (3) in managing

    examinations.

  • Previous exposure and experience in setting,

    moderating, and marking written technical, practical and applied

    knowledge/theoretical examinations

  • Excellent communication skills

  • Good creativity and innovative skills

  • Excellent supervisory abilities

  • Proven administrative skills with ability to

    make quick decisions

  • Mental alertness with high powers of observation

    and inquisitiveness

  • Ability to build strong and be able to work

    in teams

  • Sound coaching skills with ability to build

    strong Institutions

  • Critical thinking and high analytical skills

  • Ability to work independently

  • Excellent interpersonal skills

  • High level of integrity and professionalism

  • Computer literacy skills

  • Age: Between 40-55 years.


All

suitably qualified and interested candidates hand deliver three sets of
