Job Summary:  The Health

Specialist (National ICCM Technical Advisor) will be responsible for providing

technical support to the respective District Health Teams where iCCM has been

established; provide support and guidance to GF in its efforts to scale up iCCM

to 33 new districts; strengthen the community HMIS particularly for VHT/iCCM

reporting; provide on the job coaching and mentoring of VHT/iCCM focal persons

as well as VHT peer supervisors; conduct training needs assessment and

training/refresher trainings for health workers, VHT peer supervisors and VHTs;

write donor reports and proposals; coordinate and collaborate with the National

iCCM task force; and strengthen the supply chain management system for the iCCM

commodities.


Key Duties and Responsibilities: 

  • The jobholder will periodically conduct field

    visits to ascertain end-user monitoring and quality assurance of the iCCM

    programme in the UNICEF and GF supported districts and identify necessary

    action for programme adjustments.

  • Work closely with the respective DHOs and

    VHT/iCCM focal persons, facilitate quarterly VHT supervision meetings and

    provide mentorship of VHT Peer Supervisors in UNICEF iCCM supported

    districts. Support the establishment of strong quality assurance teams at

    district, HSD, HF and Community levels; and  participate in integrated quarterly

    support supervision with focus on quality assurance of iCCM and

    integration of the programme into the health care system at all levels in

    the districts. Provide on the job coaching and mentoring of the respective

    District Biostatisticians on analysis and presentation on performance of

    key iCCM indicators; and ensure that quarterly VHT/iCCM reports are

    submitted to the MoH through DHIS 2 in a timely manner.

  • Work in close collaboration with the respective

    DHOs and VHT/iCCM focal persons, coordinate and facilitate iCCM refresher

    trainings for VHTs and VHT peer supervisors, as well as ICATT trainings

    for health workers in all iCCM implementing districts.

  • Periodically coordinate, facilitate and

    participate in MOH and district specific iCCM programme performance review

    meetings and provide technical support and guidance to the MOH and

    district health teams as necessary. Specifically, participate in the

    quarterly national iCCM stakeholders meetings that are held at the MoH,

    and also represent UNICEF at other national/international iCCM related

    fora or meetings.

  • Offer technical support in the revitalization

    of the VHT strategy in collaboration with MoH to mitigate and improve

    performance and motivation of the existing community health structures.

  • Develop an annual procurement plan for the

    iCCM commodities required in all the UNICEF supported districts and also

    make certain that the commodities are ordered (from off shore sources) and

    distributed through NMS in a timely manner. Support Supply Chain

    Management of iCCM program at district, health facility and community

    levels by visiting each district and each health facility and be able to

    identify bottlenecks and solutions that will ensure proper supply chain management

    of iCCM commodities provided through UNICEF and NMS. In collaboration with

    the respective UNICEF Zonal technical Officers, monitor funds disbursed to

    the districts for iCCM activities, and track the utilization and

    accountability of these funds.

  • Technically support the UNICEF iCCM team in

    developing funding proposals for iCCM programming, mobilization and

    leveraging of resources as well as writing high quality and timely donor

    narrative and financial reports.

  • Work closely with key partners supporting the

    iCCM programme particularly TASO (GF districts) and IRC (Karamoja region)

    to ensure that national scale up and implementation is well coordinated

    and streamlined to avoid duplication and wastage of resources. Provide

    technical support to partners (CHAI, MSH and Living goods) in their

    efforts to scale up iCCM delivered through the private sector.

  • Offer technical support in the roll out of

    iCCM in the 33 Global Fund supported districts. Such technical support

    will include coordinating, planning, organizing and teaming up with

    National Malaria Control Program (NMCP) and Child Health Division MOH for

    capacity building and iCCM implementation and also participate in some of

    the districts training, monitoring and supervision of the programme.


Qualifications, Skills and Experience:

  • The applicant for the United Nations UNICEF Health

    Specialist (National ICCM Technical Advisor) job opportunity should hold an

    Advanced University Degree in the Medical field / Public Health or related

    technical field.

  • At least five years’ experience in iCCM

    programme management.

  • Broad knowledge and understanding of work

    related dynamics at community, district and central levels and ability to

    work in the field.

  • Previous experience in Community based health

    programmes is an added advantage
