The Elizabeth

Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS

through research, advocacy, and prevention and treatment programs. We are a

global leader in the fight against pediatric HIV and AIDS, working in 15

countries and at 7,000 sites around the world to prevent the transmission of

HIV to children, and to help those already infected. Today, because of the

highly successful work of the Foundation and its partners over the last 25

years, pediatric AIDS has been virtually eliminated in the United States and

new infections in children have declined by 58% worldwide. EGPAF Uganda Country

program is currently implementing a number of projects in partnership with

various donors.


About USAID RHITES Project:


The Elizabeth

Glaser Pediatric AIDS Foundation (EGPAF) implements the USAID Regional Health

Integration to Enhance Health Services in the South West Uganda Project

(RHITES) whose aim is to increase the availability, accessibility and quality

of integrated health services including HIV and TB prevention, care and

treatment; maternal, neonatal and child health services; family planning;

nutrition assessment, counseling support; malaria prevention and treatment and

other primary carer services.


Job Summary: The DBT Manager

will take lead of a team of professionals (including Medical Doctors, Social

workers, Strategic Information Officers, and Finance Officers) to implement the

integrated health Program in the districts of support. The incumbent will work

with the team of technical advisors in various program areas to provide

technical guidance to the District-Based Teams in implementing the regional

health integrated program. The DBT Manager will oversee the implementation of

the project work plans and strategies in all the districts of support; and

ensuring that these are effectively translated into district and site work

plans. The incumbent will also support effective and efficient utilization of

the organization resources by reviewing the district budgets, cash requisitions

and accountabilities with line with the EGPAF financial guidelines.


Key Duties and Responsibilities: 


·        
The incumbent coordinates the implementation of the

regional health integration program at the district level; and acts as the main

link between the EGPAF country team and the District Health Teams on a regular

basis.


·        
Supports the DBTs in the development and

implementation of overall RHITES SW strategy in line with the MOH current policies

and implementation guidelines.


·        
Coordinates the integration of technical support

from the technical advisors to the district based officers and provides

technical guidance to the district teams for work plan development to ensure

successful implementation of the project.


·        
Renders supports in setting up and running special

clinics and track progress at individual sites through site visits and district

reports, in collaboration with M.O.H and the EGPAF program team.


·        
Offers technical direction and guidance during the

development of RHITES SW/ EGPAF’s annual work plan.


·        
Manages the process of developing district annual

and quarterly work plans and budgets; and monitor their implementation in all

the districts of support.


·        
The incumbent also supervises the process of

effective and efficient utilization of organization resources in the districts

of support through monitoring of activities’ implementation, review of cash

requisitions and accountabilities from the district/DBTs; and provision pf the

necessary guidance in consultation with the Supervisor.


·        
Sets up mechanisms to tracking implementation of

project activities as per the district work plans and implementation plans; and

routinely provide feedback about implementation progress to the program team.


·        
Develops and implements strategies including

supporting routine team meetings, provision of routine feedback and conducting

performance evaluations to enhance DBT’s functionality and performance; and

ensuring that the DBTs are effective and efficient.


·        
Plans, organizes, coordinates, maintains, and

assures effective on-site technical support through prioritizations of sites to

be supported, and development of weekly field plans in consultation with the

DBTs and technical advisors.


·        
Supports the DBTs in timely preparation of district

reports and site visits TA reports; ensuring that these are timely shared and

filed with the respective DHTs, site teams and program team.


·        
The jobholder also supports the integration of

quality improvement approaches to improve systems and processes for service

delivery; and strengthen the implementation of the EGPAF’s data quality

management system at the district and site level.


·        
Coordinates district report compilation and

technical reporting according to defined reporting schedules.


·        
Mentors and supervises six teams of DBTs; and

conducts routine performance management of the individual team members and

ensure team cohesion, motivation, team work and accountability.


·        
Maintains a healthy and positive relationship with

the DHTs, sub-district managers, facility managers and other key stakeholders


·        
Builds and strengthens partnerships and working

relationships with community structures, NGO’s community leaders, and

Government representatives at the district level.


·        
Renders support in identifying, documenting,

disseminating and scaling up best practices in the integrated health services

and writes regular monitoring and technical reports as required and contribute

to EGPAF’s reports.


·        
Represents EGPAF and RHITES SW project in the

supported districts and at national level


·        
Perform any other duties as assigned by the

supervisors.


Qualifications, Skills and

Experience: 


·        
The qualified candidate for the DBT Manager vacancy

should have a medical degree. Possession of a master’s degree in Public Health

or related health field is preferred.


·        
A minimum of five years of professional experience

working in comprehensive health programs including HIV/AIDS prevention, care

& treatment, MNCH, malaria and TB.


·        
Hands-on knowledge and skills in designing,

planning, implementing and monitoring HIV/AIDS, MNCH, FP, Malaria and Nutrition

programs.


·        
Detailed working knowledge and understanding of

current issues and developments in the field of HIV/AIDS and especially MNCH,

Malaria, PMTCT, ART, HTS and Nutrition.


·        
Broad working knowledge of the district health

system and community structures.


·        
Experience in leading and managing teams of health

professionals.


·        
Good knowledge of quality improvement principles.


·        
Strong skills in teamwork and networking. Excellent

verbal communication and writing skills.


·        
High proficiency in computer use especially using

basic and/or statistical packages


·        
Willingness to work and travel in rural settings in

Uganda.
