The Elizabeth

Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS

through research, advocacy, and prevention and treatment programs. We are a

global leader in the fight against pediatric HIV and AIDS, working in 15

countries and at 7,000 sites around the world to prevent the transmission of

HIV to children, and to help those already infected. Today, because of the

highly successful work of the Foundation and its partners over the last 25

years, pediatric AIDS has been virtually eliminated in the United States and

new infections in children have declined by 58% worldwide. EGPAF Uganda Country

program is currently implementing a number of projects in partnership with

various donors.


About USAID RHITES Project:


The Elizabeth

Glaser Pediatric AIDS Foundation (EGPAF) implements the USAID Regional Health

Integration to Enhance Health Services in the South West Uganda Project

(RHITES) whose aim is to increase the availability, accessibility and quality

of integrated health services including HIV and TB prevention, care and

treatment; maternal, neonatal and child health services; family planning;

nutrition assessment, counseling support; malaria prevention and treatment and

other primary carer services.


Job Summary:  The Procurement Officer will support with all

procurement and logistic activities for the Foundation are done in compliance

with EGPAF Policies and procedures, Government laws and Donor Rules and

Regulations.


Key Duties and Responsibilities: 


·        
Assist in the day to day procurement and logistics

activities, e.g. prepare weekly procurement status reports, and continually

update the pre-approved vendors register,


·        
Work closely with finance to ensure that vendor

invoices are paid on time with appropriate supporting documents, prepare Local

Purchase Orders (LPOs), and maintain procurement files,


·        
Ensuring that all needed documents are completed and

filed, track tax invoices for VAT reporting and participate in periodic

inventory verification and counting.


·        
In charge of procuring goods and service following

established procedures.


·        
Maintain inventory, prepare required reports related

to property inventory and maintenance and work with Finance to ensure required

financial information in the inventory register is filled.


·        
Render support in monitoring  all properties for maintenance requirements, work

with appropriate vendors for maintenance, repair, and/or disposal of EGPAF

property, arrange for property disposal, review and compile monthly reports


·        
Support sub offices and individual projects to

ensure efficient procurement of goods and services, adhering to policy and

procedures including donor regulations. Prepare and manage tenders, manage

prequalification of suppliers, select vendors, prepare summary bid analysis,

develop and maintain suppliers’ relationships, develop and implement

procurement plans and status reports, supervise junior procurement staff.

The procurement officer will develop, maintain and

monitoring the procurement plan.


·        
Prepare procurement documentation with

recommendations for approval by the relevant authority structures in line with

the relevant procedures and guidelines.


·        
Actively facilitate the quality and quantity control

of procured goods and services as per specifications and arrangements set out

in the Requisitions, Purchase Orders or Consultancy contracts.


·        
Take part in the identification of suppliers for the

procurement of goods and services.


·        
Actively participate in the development and constant

improvement and standardization of procurement and logistics systems within

EGPAF.


·        
Render support in monitoring of deliveries and monthly

procurement related reports.


·        
Perform other related duties and activities upon

instruction from Director of Operations.


Qualifications, Skills and

Experience: 


·        
The ideal candidate should preferably hold a Bachelor’s

degree in Procurement and logistics management


·        
At least five years’ hands-on experience;


·        
Broad knowledge and understanding if NGO/Donor

policies and procedures relevant to procurement.


·        
Ability to work with limited supervision


·        
Excellent written and verbal communication skills


·        
Computer literacy skills
