The World Food

Programme (WFP) is the United Nations frontline agency against world hunger. It

is the largest and longest serving humanitarian agency in Uganda. Currently WFP

focuses on three priority areas namely: Emergency Humanitarian Action (EHA);

Food & Nutrition Security (FNS); and Agriculture & Market Support

(AMS). WFP has operations in various parts of the Country.


Job Summary: The Logistics

Assistant (Customs Clearance) will support the UN World Food Programme (WFP) in

managing the customs clearance process.


Key Duties and Responsibilities: 


·        
Work closely with forwarders/shippers for clearances

of food and non-food items that are imported and exported through various cargo

terminals.  Maintain good working

relationships with concerned Government Authorities i.e. URA and UNBS as well

as other WFP offices receiving cargo via Uganda;


·        
Receive and review customs clearance invoices from

clearing agent ensuring services rendered are as per contract;


·        
Actively monitor, support and provide guidance to

the clearance service providers; follow up with forwarders for WFP goods in

transit through Uganda.  Prior to

expiration of the clearance contract provide a performance evaluation to the

contracting unit;

The incumbent will also process and obtain letters

of clearance for convoys and convoy monitors in accordance with customs

regulations for official movement of equipment in and out of the country;


·        
Follow up with local suppliers/procurement documents

i.e. currency declaration Form 3 (CD 3 from the Central Bank through WFP

Bankers.  Phytosanitary certificate,

certificate of origin for food exemptions to South Sudan, DR Congo, Rwanda,

Burundi, Tanzania;


·        
The job holder will also facilitate transfer of

ownership of imported item that are locally supplies to WFP, finalizing the

formal customs clearance procedures aforementioned.


·        
Provide day-to- day reports on the progress and

movements of WFP shipments (by land, sea, or air);


·        
Actively monitor and report on WFP food stocks in

operation’s warehouses and prepare weekly stock reports;


·        
Coordinate and manager deliveries by suppliers,

clearing agents and WFP warehouses; monitor and asses quality, quantity and

safety of goods;


·        
The incumbent will coordinate clearance of WFP,

export/import in liaison with handlers and customs officials;


·        
Initiate action for requests for duty exemptions on

all WFP imported shipments, food and non-food items;


·        
Build and establish contacts with shipping agents,

clearing agents, and superintendents and monitor the discharge of WFP vessels

(rail, air, or sea), advising supervisors of need for intervention in case of

any unforeseen problems pertaining to discharge and/or clearing operations;


·        
Perform any other related duties as required by the

Logistics Officer.


Qualifications, Skills and

Experience: 


·        
The ideal candidate for the World Food Programme WFP

Logistics Assistant (Customs Clearance) job placement should hold a University

degree or a Diploma in any of the following disciplines: customs clearance,

accounting, transport, Insurance, logistics, statistics, business administration

or any other related field attained from a recognized institution;


·        
A minimum of five (5) years post graduate relevant

working experience in Logistics management, customs, clearing and forwarding or

any other related field gained from reputable organizations.


·        
Broad working knowledge and experience using MS

Office applications.


·        
Language: Proficiency in

both oral and written English is essential;
