The Elizabeth

Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS

through research, advocacy, and prevention and treatment programs. We are a

global leader in the fight against pediatric HIV and AIDS, working in 15

countries and at 7,000 sites around the world to prevent the transmission of

HIV to children, and to help those already infected. Today, because of the

highly successful work of the Foundation and its partners over the last 25

years, pediatric AIDS has been virtually eliminated in the United States and

new infections in children have declined by 58% worldwide. EGPAF Uganda Country

program is currently implementing a number of projects in partnership with

various donors.


About USAID RHITES Project:


The Elizabeth

Glaser Pediatric AIDS Foundation (EGPAF) implements the USAID Regional Health

Integration to Enhance Health Services in the South West Uganda Project

(RHITES) whose aim is to increase the availability, accessibility and quality

of integrated health services including HIV and TB prevention, care and

treatment; maternal, neonatal and child health services; family planning;

nutrition assessment, counseling support; malaria prevention and treatment and

other primary carer services.


Job Summary: The Manager

Internal Reviews and Risk Management 

will assess risks , identify compliance gaps , analyze the causes and

enhance the compliance of the country office with Foundation’s global and

country-specific policies and procedures, Donor rules and regulations, and host

country laws. The incumbent will work with staff and management to build

capacity, enhance general awareness of compliance issues, and assist with the

development of action plans that address gaps and strengthen internal controls,

systems, and procedures in an efficient manner. The job holder will also be

required to offer technical assistance and interventions to remedy issues that

put EGPAF Uganda at risk.


Key Duties and Responsibilities: 


·        
The incumbent will serve as facilitator and

administrator of EGPAF Uganda’s new country program risk management process,

tracking, reporting, and helping to ensure that mitigation actions are

successfully taken on high-priority risks identified by management


·        
Conduct internal reviews in EGPAF Uganda office to

assess compliance with Foundation and donor requirements


·        
Carry out targeted in depth risk assessments of

EGPAF Uganda country office systems and work with managers to ensure

implementation of mitigation measures are put in place for possible

risks/deficiencies.


·        
Perform financial compliance reviews which include:

cash counts, review of accounts receivables including employee receivables,

documentation of segregation of duties and internal control structure.


·        
Carry out monthly reviews of financial transactions

basing on appropriate sample size laying emphasis on most risky areas;  document findings, propose improvements or

change as relevant, disseminate findings and ensure follow up implementation of

recommendations as well as resolution.


·        
Conduct spot checks and verification of assets and

store’s inventory for existence.


·        
Actively monitor outstanding advances, test

financial transactions for completeness and prepare a report recommending

actions to be implemented.


·        
Conduct random surprise checks and vendor

verification reviews to ensure proper procurement procedures are being

practiced and report on findings


·        
Regularly review and help ensure compliance with all

local legal requirements including registration, taxes, and local labour laws.


·        
Identify potential areas of compliance vulnerability

and risk; assists with the development of corrective action plans for the

resolution of problematic issues; and provides general guidance on how to avoid

or deal with similar issues in the future.


·        
Assess proper functioning of systems, internal

controls, and procedures.


·        
Develop an effective Compliance & Ethics

training program, including appropriate introductory training for new employees

as well as ongoing training for all employees and managers.


·        
Develop a coherent quarterly internal review and

compliance plan and implementation of the same     


·        
Serve as an expert on applicable policies,

procedures, rules, and regulations and assist both program and operations staff

with their interpretation and understanding of these in consultation with donor

compliance experts and functional managers based in the DC office.


·        
Stay abreast of donor policies, procedures, rules

and regulations and host country legal requirements and inform local and global

management of significant changes.


·        
Support the Country Director to maintain and improve

awareness and understanding of compliance to assist employees with the

establishment of a “culture of compliance”.


·        
Work in liaison with DC’s office Fraud

Investigations Team, carry out internal investigations of fraud or other

wrongdoing as necessary.


·        
Contribute to EGPAF’s Sub-recipients management capacity

including provision of input to manuals, guidance, policies, procedures and

training


·        
Work closely with auditors, facilitating effective

audit support and ensuring that staff adhere to EGPAF’s policies and procedures

on internal and external audits


·        
Maintain open and regular communications with Awards

& Compliance and other headquarters staff in DC for compliance updates,

learning of best practices from other African countries, problem solving

options, professional development, etc.


·        
Perform any other duties as assigned from time to

time.


Qualifications, Skills and

Experience: 


·        
The applicant should preferably hold a Master’s

degree in Business Administration 


·        
Possession of professional accounting qualification

i.e. ACCA or CPA with at least


·        
A minimum of five years’ experience in Compliance

and Risk management. 


·        
Previous auditing and training experience will be of

an added advantage.


·        
In depth knowledge of United States Government

and/or European grant and financial regulations, systems and procedures for

managing complex grant programs with many partners and customers.


·        
Previous experience working with an international

non-profit/non-governmental organization (NGO) preferred


·        
Ability to be self-directed and self-motivated and a

team player.


·        
Ability to work in a multi-cultural environment and

establish harmonious and effective working relationships both within and

outside the organization.


·        
Excellent report writing skills


·        
Ability to develop and implement training


·        
Willingness to travel up to 50% of time.
