Monitoring and Evaluation Specialist – Kampala – Democratic Governance Facility


About DGF:
Democratic Governance Facility (DGF) was established by eight of Uganda’s International Development Partners including Austria, Denmark, EU, Ireland, Netherlands, Norway, Sweden and the UK to manage coherent, harmonized and coordinated multi-donor support to state and non-state actors aimed at enhancing democratic governance in Uganda. It is based upon three components: Deepening Democracy; Rights, Justice and Peace; and Voice & Accountability.


Job Summary: The Monitoring and Evaluation Specialist oversees the monitoring and evaluation function in Democratic Governance Facility (DGF) in ensuring that functional M&E systems are in place


Key Duties and Responsibilities:
Prepare an annual M&E Programme of Action (AMEPA) to be incorporated in the DGF Annual Work Plan and Budget (AWAB)
Implement the AMEPA in cooperation with consultants and DGF programme officers, undertaking studies and thematic reviews (drafting of TORs, selection of consultants, quality control of reports, etc)
Provide methodological support to “joint reviews” undertaking by partner organisations and DGF of specific interventions under “Partnership agreements”
Provide quantitative as well as qualitative information, including case stories to be uploaded on the DGF website and used in the DGF annual report
Actively facilitate the DGF Annual and Midterm reviews to be undertaken by external consultants and experts provided by the sponsoring agencies
Render support to the Head of Programme in managing a small group of external consultants retained by the DGF to provide capacity development support in the field of monitoring and evaluation to selected partners
Develop templates for quarterly and semi-annual reports, follow up on the submission of reports from the partners and provide feedback/comments to partners on the submitted reports
Develop and support a “Learning Platform” for M&E professionals in partner organisations, which include an annual workshop and web-based exchange of experience and international “better practices” in monitoring and evaluation in the area of democratic governance.
Build the capacity of the Programme team and partners in monitoring and evaluation
Compile monthly partner monitoring plans and conduct programme activity monitoring with the partners to ensure compliance to the work plans by the partners
Identify key issues, lessons learned and best practices from ongoing projects and use them to inform subsequent programming


Qualifications, Skills and Experience:
The ideal candidate should preferably hold an Advanced degree from a recognised university preferably a master’s degree
Advanced training in monitoring, evaluation, cost effectiveness analysis and results based management
A minimum of ten years’ professional experience, five of which have been directly focussed on monitoring and evaluation of large projects and programs in large complex political and institutional environments
Three years’ experience in the areas of democratic governance preferably in Uganda
Previous exposure and experience from working in a variety of professional environments, including state institutions, NGOs and international development partners
Excellent record of managing change within organisations
Excellent track record of designing and managing large scale quantitative surveys
