Uganda: Gender/M&E Consultant

Corporations, foundations, governments and civil society organizations partner with ICRW to discover through rigorous research how to dismantle barriers and help women and girls achieve their full potential. ICRW’s focal areas include adolescent girls, agriculture and food security, economic empowerment, HIV and AIDS, sexual and reproductive health, and violence against women and girls.
ICRW is seeking a consultant with expertise in gender, research and monitoring and evaluation (M&E) to support a project within ICRW’s Africa Regional Office in Kampala, Uganda. The project titled “Capacity Strengthening for Land and Property Rights and Gender Based Violence Partners in East Africa” aims to enhance women’s rights in East Africa, with a focus on violence against women and women’s land and property rights, through improved capacity of implementing organizations to reflect, learn, and ultimately strengthen their programs.
Project Background
The following outcomes are envisaged to support the realization of the goal:
Outcome 1: Partner organizations’ Monitoring & Evaluation (M&E) capacity strengthened
Outcome 2: Partner organizations’ programming strengthened.
Outcome 3: Good practices and learning on strategies and M&E approaches across VAW and WLPR programs documented and shared among partner organizations and external audiences.
This project life cycle dates are from November 1st, 2015 – October 31st, 2017. During this period ICRW will provide technical assistance focused on program strengthening, monitoring and evaluation and learning customized to each partner’s specific priorities and will coordinate the opportunities for learning . Technical assistance will be provided through a combination of staff resources from ICRW’s offices in Washington, DC and the ICRW Africa Regional Office in Kampala, Uganda.
Scope of Work:
The consultant will work both within a team and independently to provide technical assistance and backstopping to organizations which he/she will be assigned. This position involves regional and in-country travel at approximately 40% time. Throughout the project the Consultant will communicate closely with the ICRW Project Director regarding progress and any challenges in implementation.
The consultant will be assigned to undertake the following specific tasks:



  1. Work with the two organizations to which he/she will be assigned to define their capacity strengthening work plans and key milestones.




  2. Provide technical assistance to the 2 partner organizations in Uganda aimed at strengthening their programs, M&E and learning in response to the specific needs identified by the respective organizations. The consultant will submit brief reports from the sessions implemented with each organization to the Project Director.




  3. Undertake monitoring trips to track progress of the other partner organizations in Uganda, Kenya and Tanzania and to provide technical backstopping services on a needs-basis. The consultant will prepare trip reports.




  4. Co-design and co-facilitate joint learning meetings with the ICRW project team. This includes in-put to the workshop agenda, preparation of materials and preparation of a workshop report.




  5. Manage routine communications with project teams (in Washington DC and Kampala), consultants and partners on the functioning of projects; and produces project reports and updates, as needed.



The scope will be subject to review and adjustment based on consultation and mutual agreement between ICRW and the Consultant.
Qualifications and requirements:


· PhD or PhD candidate in international development, public health, economics or relevant field preferred. (Master’s Degree with at least 5 years of relevant experience is acceptable).


· Knowledge of issues related to women’s land and property rights, violence against women and girls, adolescent health and development, and livelihoods.


· Experience in conducting capacity strengthening of teams or organizational mentoring.


· Experience in conducting trainings or giving presentations.


· Ability to conceptualize, design, conduct, and communicate evaluation and research.


· Experience with data management, cleaning, and analysis.


· Sound understanding of program development, management, and M&E principles.


· Experience in conducting/leading literature reviews and/or systematic reviews.


· Highly proficient in the use of one or more of the following data analysis software packages: SPSS, STATA, ATLAS.ti, Nvivo, as well as widely-known research theories such as ARRM and HBM.


· A demonstrated track record of producing timely, high quality written deliverables.


· Ability to work independently, and on tight timelines.


· Outstanding written communication skills (in English).


· Prior experience with developing proposals, defining scopes of work and managing all phases of projects (proposal, planning, implementation and close out).


Approximate level of effort (LoE):
Approx. 7 days per month over a 6-month period.
