Monitoring, Evaluation and Research (MER) Coordinator – Documentation and Data Management

Key Duties and Responsibilities:
Take lead in supporting development of project specific databases and the national / country
level database;
Management of the MER Database;
Work closely with the MER Manager to standardise indicators for easy data collection,
collation and capture into the database;
Periodically collect and enter into the database the data on all national level standardized indicators;
Provide data to inform and facilitate decision making by Management or any Plan International Uganda staff;
Work in liaison with the MER Manager to design data synthesis and frameworks;
Guide the management and programme Staff on data documentation, storage and use;
Steer capacity building of Plan International Uganda and Partner Staff in data analysis and interpretation for effective data use;
In charge of coaching and mentoring Plan International Uganda and partner staff on data capture, documentation, analysis, retrieval and reporting;
Facilitates organisational learning by developing, collecting and disseminating relevant internal and external program information on monitoring, evaluation & research;
Responsible for the preparation and sharing of MER reports for both internal and external use.
Child Protection Policy (CPP) responsibilities: Ensure that the signed CPP acknowledgement and informed consent forms are preserved for future reference.
Sponsorship: Ensure use of sponsorship data gathered from the annual interviews / consultations with sponsored children to improve programs at national level to inform design of new interventions in Plan International Uganda.


Qualifications, Skills and Experience:
The Plan International Monitoring, Evaluation and Research (MER) Coordinator – Documentation and Data management should hold a Bachelor’s degree preferably in Statistics, ICT, Computing, or its equivalent
Additional training in database design is mandatory
Possession of a Post graduate professional training in monitoring, evaluation and research is preferred
A minimum of three years’ experience in database design and data management;
Practical skills in database design and data management;
Data processing, analysis and interpretation;
Good report writing skills;
Good facilitation and/or training/coaching skills;
Strong strategic and analytical thinking;
Advanced computer skills in Excel, MS Access, SPSS and other statistical packages;
Skills in indicator design and design of study instruments;
Excellent communication skills, both in written English and in face-to-face presentations;
Excellent report presentation skills;
Excellent interpersonal, analytical and communication (verbal and written) skills.
Excellent interpersonal skills and the ability to work with people from diverse cultures, ability to lead and motivate people to work in teams;
Open to feedback and willing to try new approaches in data management, monitoring, evaluation and research.
