UN

Women, grounded in the vision of equality enshrined in the Charter of the

United Nations, works for the elimination of discrimination against women and

girls; the empowerment of women; and the achievement of equality between women

and men as partners and beneficiaries of development, human rights, humanitarian

action and peace and security. The United Nations Development Assistance

Framework (UNDAF) is the UN’s strategic programme framework that defines the

UN’s support to national development results. UN Women in Uganda co-chairs the

Human Rights and Gender Equality Outcome Results Group and chairs the Gender

Equality and Women’s Empowerment Advisory Group, which is the UNCT group

responsible for the coordination of and policy advice on gender equality issues

in the UNDAF. UN Women is also a principle partner in several outcome results

groups in the UNDAF and as well as a partner to several UN joint programmes. UN

Women is the Secretariat to the Gender Development Partners Group, a

coordination mechanism that is comprised of the lead donors in Uganda. UN Women

is the lead agency formulating the One UN Gender Programme which will assist

the UN agencies to implement gender equality targets and goals in the new

UNDAF.


Job Summary: The Coordination Analyst will be mainly

responsible for strengthening the accountability of results for gender equality

and women’s empowerment, enhancing efficiencies, improving coherence, and joint

action through better coordination between UN agencies, the government and

development partners.


Key Duties and Responsibilities: 


1. Provide coordination

support to Uganda’s priorities and commitments for gender equality and women’s

empowerment (GEWE):

  • Offer timely technical support to macro-level

    government and donor gender­ coordination structures, including

    institutional capacity development and strategic planning;

  • Provide strategic inputs to the planning,

    implementation and monitoring of the UNCT Gender Scorecard, including

    through the development of a work plan, in line with the UNDAF;

  • Offer technical support in the development

    and roll-out of a strategy for the UNCT Gender Advisory Group and the

    implementation of the UNCT’s commitments to GEWE in the country’s UNDAF;

  • Provide technical inputs to strengthening

    strategic partnerships and coordination for GEWE within the UN System and

    with external partners, including government and development partners;

  • Organize and provide technical inputs to a

    series of trainings for relevant UNDAF management structures, including

    sensitizing UN Women, the Gender Advisory Group and others on mainstreaming

    GEWE in SDGs;

  • Work closely with UN Women regional and HQ

    offices on developments related to UN Women’s coordination mandate in

    general and peace and security and humanitarian action specifically;

  • Provide technical inputs to joint UN and

    donor advocacy efforts for GEWE, including serving as the secretariat of

    the Gender Development Partners Group under the guidance of the Country

    Representative and Deputy Representative.


2. Offer technical

support to in inter-agency coordination and UN joint programming:

  • Actively participate and represent the

    Country Office in the UN Women Community of Practice of Interagency

    Coordination, as delegated and under the guidance of the Country

    Representative and Deputy Representative;

  • Identify and support UN joint programming opportunities

    to deliver on the UNDAF’s GEWE, in particular lead the coordination of the

    development of the One UN Gender Programme;

  • Provide technical inputs to UN Women in

    interagency humanitarian coordination work, including capacity building

    support to partners in government and humanitarian actors;

  • Provide technical inputs to policy notes,

    briefs, and undertake gender analysis of joint UN programming on women

    peace and security and humanitarian action;

  • Take part in UNDAF Outcome Results Group for

    Peace, Security and Resilience and ensure gender equality and women’s

    rights are mainstreamed in processes and documents, as delegated and under

    the guidance of the Country Representative and Deputy Representative.


3. Provide support to the

Uganda Country Office Programme:

  • Provide support to government and CSOs in the

    formulation and implementation of the national action plan on 1325 and

    mainstream gender equality and women’s rights in new peace policy;

  • Support implementation of peace and security

    and humanitarian action component of the UN Women Uganda strategic

    framework and work plans 2016 – 2020.


4. Contribute to advocacy

and knowledge building:

  • Provide technical support to advocacy efforts

    including the UN Open Day forum to commemoration anniversary of UN Resolution

    1325, in close partnership with UN agencies, government partners, and

    CSOs;

  • Document and advocate best practices and

    lessons learnt for UN System-wide coordination.

Qualifications, Skills and Experience: 

  • The ideal candidate for the UN Women Coordination

    Analyst career opportunity should hold a Master’s degree (or equivalent)

    in one or more of the following disciplines: International Relations,

    Gender Studies, Human Rights, Social Sciences or related fields.

  • A minimum of two years of progressively responsible

    experience in international/regional organizations in gender mainstreaming

    and coordination;

  • Previous exposure and experience with women’s

    rights in peace and security, humanitarian action and coordination;

  • Prior experience in providing capacity building

    training on gender equality to UN, government partners and CSOs;

  • Significant experience in formulation,

    implementation of gender equality and women’s empowerment projects;

  • Prior exposure and experience in resource

    mobilization for gender equality and women’s empowerment;

  • Prior experience in the UN System will be an

    asset.

  • Language: Fluency in English, both oral and

    written, is required; Working knowledge of another official UN languages

    is an advantage.
