Job Summary: The Early Childhood Development (ECD) Specialist

will be responsible for the formulation, design, planning, implementing,

monitoring and evaluation of ECD programme(s) to ensure overall efficiency and

effectiveness of the programme management, delivery and accomplishment of

programme goals and objectives. Across the Early Childhood Development (ECD)

programme(s), accountable for supporting the creation of an enabling policy

environment; promoting increased access to quality early childhood care and

education (ECCE) in a variety of setting and for all ages, including infants,

toddlers pre-schoolers, and school-aged children; identifying and addressing

access/quality inequities in ECD in a variety of settings and for all age

groups, developing innovative approaches and programmes to eliminate

disparities and promoting strategic partnerships for ECD. He / she also

collaborates with other members of the programme(s) to ensure gender responsive

ECD service provision. Ensures that monitoring mechanisms are in place to track

progress towards disparities reduction goals and targets in ECD. The incumbent

will promote inter-sectoral partnerships and coordination in order to ensure

that progress mutually benefits ECD and other programmes, in particular Health,

Nutrition, Education, Social Protection, Water and Environmental Sanitation.


Key Duties and Responsibilities: 


1. Programme Planning,

Development and Management:

  • Enhance effective programme, sectoral or

    inter-sectoral planning, development and management by leading, guiding,

    coordinating and supporting the timely completion of the Situational

    Analysis and its periodic update through accurate and complete monitoring

    and analysis, and the timely preparation or finalization of sectoral

    input, using gender disaggregated data and analysis.

  • Further, the incumbent will promote knowledge

    management by drafting or finalizing sectoral documents and reports such

    as the Country Programme Documents and Plans of Action as well as through

    orientation and training programmes targeted to Government authorities.

    Ensure exchange of knowledge, information, experience or lessons learned;

    provides solid technical recommendations on major programme directions and

    on introduction of new initiatives in the country.

  • Build and strengthen partnership and

    coordination with the stakeholders, including knowledge institutions

    strengthened to further understanding of barriers to and opportunities for

    advancing ECD.


3. Rights-Based

Programmes through Results-Based Approach:

  • Actively promote rights-based, child centred,

    family focused, gender responsive and quality ECD programming through

    participation in the formulation of programme goals, strategies and

    approaches. Bring coherence, synergy and added value to sectoral or

    programme management processes using a results-based management approach

    to planning and design, implementation, monitoring and evaluateon.

  • Work closely with Communication and Programme

    Communication groups to ensure development of effective communication

    materials and strategies to support advocacy and social mobilization

    efforts, focusing on UNICEF Comparative advantage .

  • Overall coordination with Regional Advisers

    and HQ Officers. Collaborate with other Project or Programme Officers to

    ensure the integration of the project/sectoral programme with other

    sectors.

  • Work in liaison with the Operations and

    Supply Sections and Government authorities to establish and maintain sound

    internal controls supportive of the ECD program or sectoral planning and

    implementation, to coordinate financial and supply management requirements

    as well as to ensure accountability.

  • Routinely interact with Government and other

    partners, NGOs, UN and bilateral agencies in the different stages of the

    ECD programme/project implementation to follow up on agreements and

    recommendations.

  • Offer technical support and guidance on

    appropriate technical, financial and institutional capacity building

    measures to achieve ECD programme goals.


Qualifications, Skills and Experience: 

  • The ideal candidate for the United Nations

    Children’s Fund (UNICEF) Early Childhood Development (ECD) Specialist

    should hold an advanced university degree (Master’s) in one or more of the

    disciplines relevant to Early Childhood Development; or Social Sciences

    fields relevant to international development assistance.

  • At least eight years of progressively

    professional work experience at the national and international levels, in

    fields relevant to Early Childhood Development programmes is required.

  • Broad working knowledge in demonstrative

    capacity to identify and monitor gender inequalities, as well as develop

    and implement gender mainstreaming in programmes.

  • Work experience in a field relevant to

    development assistance.

  • Background/familiarity with Emergency.

  • Previous exposure and experience working in

    the UN or other international development organization is considered an

    asset.

  • Fluency in English (verbal and written) is

    required.  Knowledge of an

    additional UN Language (Arabic, Chinese, French, Russian, Spanish) and

    local working language of the duty station are considered an asset
