UHMG was

awarded the USAID/Uganda Social Marketing Activity, a four-year cooperative

agreement for a health sector-wide program. The program’s goal is to contribute

to a reduction in new HIV infections, total fertility, maternal and child

mortality, malnutrition and malaria, and to improve access to family planning.

This four-year activity aims to improve utilization of and increase the uptake

of health-related social marketing products and services among under-served

Ugandan consumers and communities in rural and urban areas.


Job Summary: The Finance

Officer will provide professional financial and accounting support to the Project

in line with the financial management and operational policies and guidelines,

while ensuring value for money, efficiency and effectiveness. This will include

undertaking payments, timely processing and reporting of all transactions,

budget monitoring, and financial reporting and hence will require a fast

learner, self-driven, seasoned, and experienced person with skills to manage

and oversee these technical areas.


Key Duties and Responsibilities:


·        
The incumbent will prepare periodical financial reports

for the project, and submit them to the Finance Manager for review in a timely

manner.


·        
Enter all transactions in accounting system on a

daily basis.


·        
Produce monthly bank reconciliations for the project

accounts.


·        
Regularly review and update all advances issued to

staff for project work.


·        
Support budget management for the project by coding

and budget-tracking accruals, and monitoring payments (payables and

receivables).


·        
The incumbent will keep in touch and in contact with

the field teams on financial matters.


·        
Keep up-to-date cash books for the project, and

ensure every bank account has a specific file.


·        
Ensure proper recording and filing of all finance

transactions


·        
Actively monitor budgets for the project and advise

the supervisor accordingly.


·        
Conduct proper filing of Project payment vouchers

and other financial documents.


·        
Prepare all adjustment journals.


·        
Work closely with the supervisor when working with

Auditors during Internal and External Audits.


·        
Ensure timely processing of all approved payments in

line with the Financial Management Manual and set guidelines.


·        
Perform any other duties as assigned by the Finance Manager


Qualifications, Skills and

Experience: 


·        
The applicant should preferably hold a Bachelor’s

Degree in Finance, Accounting, Business Administration, Commerce or other

related field


·        
Professional qualification such as ACCA, CPA will be

an added advantage


·        
Possession of a Post graduate Diploma in Financial

Management is essential.


·        
A minimum of four years’ relevant experience working

in the field of accounting with related grants management in a donor

environment.


·        
Previous experience working with USAID programs will

be an added advantage.


·        
The ideal candidate should have the capacity to work

under minimum supervision, and maintain a clean financial accounting and

transparent system while adhering to set procedures.


·        
Proficiency in relevant computer applications and

databases, with hands-on experience in the use of accounting software (e.g.

Tally, QuickBooks, SAP Business 1, etc.) is required


·        
Highly motivated, focused, disciplined professional,

with the drive and dynamism to work under pressure with competing deadlines,

and possess the ability to make an immediate impact.


·        
Excellent analytical and result-oriented skills, and

experience in managing objectives with the customer in mind.


·        
Good judgment, initiative, high sense of

responsibility, tactful, ability to plan, organize and measure outcomes of

interventions.


·        
Exemplary and honest, with a high level of energy

and integrity, and able to work under minimum supervision.
