Uganda Health

UHMG was
awarded the USAID/Uganda Social Marketing Activity, a four-year cooperative
agreement for a health sector-wide program. The program’s goal is to contribute
to a reduction in new HIV infections, total fertility, maternal and child
mortality, malnutrition and malaria, and to improve access to family planning.
This four-year activity aims to improve utilization of and increase the uptake
of health-related social marketing products and services among under-served
Ugandan consumers and communities in rural and urban areas.
Job Summary: The Monitoring
and Evaluation Officer will be responsible for implementing the M&E
activities on USAID/Uganda Social Marketing Activity, which includes: Operating
and monitoring the data management system; Conducting quality assurance (QA)
and quality improvement (QI); Providing support to Project Performance
Management Unit’s (PPMUs) on data collection, management and use; Assisting the
M&E Manager in data and report analysis and building the M&E plan of
project; Being in charge of conducting other tasks and duties assigned by
M&E Manager and the project Management. The incumbent will also be
responsible for report tracking of all activities of the project, and assist
the M&E Manager in producing the general report of project M&E
activities. The job holder will actively participate in the implementation of
the information management and database system, and will regularly manage large
amounts of data with high degree of speed, accuracy, and attention to detail.
S/he will be providing updates of the project’s M&E activities, and hence
this will require a self-driven, seasoned, and experienced person with skills
to manage and oversee these technical areas.
Key Duties and Responsibilities:
1.
Data Collection, Analysis, and Reporting:
·
The Monitoring and Evaluation Officer will compile data
for the project’s monthly management report, quarterly, semi-annual and annual
reports.
·
Keenly review the primary data collection tools,
client cards, and registers to ensure data quality.
·
Mentor/Coach service providers to ensure only high
quality of data is entered in into the registers
·
Compile and write monthly summary reports.
·
Ensure project data is entered into the database.
·
Render support in data analysis to support timely
report writing.
·
Ensure proper filing of all client cards and forms.
·
Support the project research component.
·
Support in developing the project’s component of the
overall M&E framework.
·
Help to develop and guide the process for
identifying and designing the key indicators for each activity/component, to
record and report the data collected.
·
Assist in drawing up the plan and TOR for mid-term
evaluation.
·
The incumbent will generate information for
developing evidence-based plans for the project.
·
Support the set-up of periodical action plans in the
technical aspects of data use/management and quality improvement (QI).
·
Assist in developing a plan for project-related
capacity building on M&E, and for any computer-based support that may be
required.
·
Assist in organizing and undertaking training with
stakeholders in M&E skills.
·
The incumbent will support the M&E team to
develop tools and templates for collecting information, and ensure that those tools
and templates are used accordingly and appropriately, with clear requirements
and guidance.
·
Support the maintenance of standards and quality of
services and activities to meet project objectives and strategies.
·
Regularly review and analyze monitoring reports to
identify the causes of potential bottlenecks in partner clinics and community
outreaches.
·
Collect lessons learned in the previous
implementation of activities to give program improvement for expanding
activities.
·
Attend to refresher training in M&E for
implementing partner staff.
·
Guide staff and implementing partners in preparing
their progress reports.
4.
Communication and Reporting:
·
Provide analysis and comments on a selection of
priorities, and processes of implementation.
·
Prepare and submit feedback on aspects included in,
e.g. output, progress, quality, costs from supervision, etc.
·
Provide available statistical data as required.
·
Assist in giving information for description of
factual context in activity implementation and sites.
·
Keenly analyze program statistical data and provide
feedback to revise and make adjustments for quality improvement of activities
and services.
·
Share the outputs of M&E findings with project
officers and implementing partners.
·
Prepare and submit periodic status reports to the
supervisor for project monitoring and evaluation.
·
Offer technical support during work plan and
proposal development.
Qualifications, Skills and
Experience:
·
The applicants for the USAID UHMG Project Monitoring
and Evaluation Officer vacancies should hold Bachelor’s Degrees or higher in
Social Sciences, Public Health, Statistics or other related degree. Post Graduate
training in health communication is an asset.
·
Possession of a Master’s Degree in epidemiology,
research methodologies and project management and evaluation or other related
degree is an added advantage.
·
Post graduate Diploma in Project Planning and
Management or M&E is essential.
·
Working knowledge of data-processing and use of
statistical data analysis software (SPSS, STATA, Excel, MS Access, PowerPoint,
etc.) is mandatory, including, statistics analysis related to research and epidemiology.
·
Working knowledge of analytical methods, procedures,
and practices, including research software, and developing M&E plans,
activity schedules and matrices.
·
Broad knowledge and understanding of the Logical
Framework model for program planning and proficiency in Management Information
Systems, spreadsheet and graphics presentations, and database development and
maintenance with hands-on experience required is required to provide
information for programs planning, monitoring and evaluation of supported
interventions.
·
A minimum of four years’ relevant experience working
in monitoring, evaluation, and learning of development/humanitarian
projects/programs in a donor environment, and in monitoring public health communication-related
projects of similar scope in a social marketing field, with a strong foundation
in statistics, research design/analysis, and qualitative/quantitative
evaluation.
·
Demonstrable results in previous work environment
should reinforce claims to this experience.
·
Additional training in quantitative and qualitative
data collection, (knowledge, attitudes, perceptions, surveys, focus group
discussions, etc.) is mandatory.
·
Previous experience working with USAID programs will
be an added advantage.
·
The Monitoring and Evaluation Officer should have strong
skills in monitoring and evaluation development, leadership, communication, and
documentation, to effectively and proactively reinforce the organization’s
commitment to strong M&E systems.
·
S/he must focus on quality, improvement effectiveness
and efficiency, and model independence, objectivity, ethics, integrity,
professionalism, and avoidance of bias and conflict of interest.
·
The applicant should have the ability to work under
minimum supervision with resilience, and maintain a clean and transparent
research management and monitoring system as per set procedures.
·
Computer literacy i.e. Proficiency in relevant
computer applications and databases, with practical skills and experience
required
·
Highly self-motivated, focused, disciplined
professional, with the drive and dynamism to work under pressure with competing
deadlines, and possess the ability to make an immediate impact.
