Uganda Health

UHMG was
awarded the USAID/Uganda Social Marketing Activity, a four-year cooperative
agreement for a health sector-wide program. The program’s goal is to contribute
to a reduction in new HIV infections, total fertility, maternal and child
mortality, malnutrition and malaria, and to improve access to family planning.
This four-year activity aims to improve utilization of and increase the uptake
of health-related social marketing products and services among under-served
Ugandan consumers and communities in rural and urban areas.
Job Summary: The Operations
Manager will be responsible for the overall operations of the USAID project.
This will include overseeing the operations of the Human Resource Officer,
Logistics and Supply Chain Officer, ICT Officer, Procurement Officer, and the
Administration Officer, and hence will require a self-driven, seasoned, and
experienced person with skills to manage and oversee these technical areas.
Key Duties and Responsibilities:
·
The incumbent will maintain contact with the HR
Officer to ensure all project staff have updated documentation.
·
The job holder will also ensure timely procurement
of Project supplies and requirements
·
Actively monitor stock requirements of project
supplies to ensure there are no stock outs.
·
Keenly review and update project ICT requirements,
and ensure that the project has adequate ICT equipment and support.
·
Initiate and maintain controls, measures, and
oversights over stocks, records, and documents of the project.
·
The incumbent will also plan, organize, and
supervise all resources and ensure that work-flow processes are well managed, coordinated,
and synergies are built for high performance levels in all aspects of the
Project operations.
·
Take lead and account for all goods, assets, and the
deliverables of the Project; ensure that correct measures are taken for the
correct work standards, situations, and procedures for effective security and safety
of both goods and humans as well as the achievement of expected results.
·
The incumbent will organize and manage operational
fleet, offering onsite and offsite supervision to the team while liaising with
the administration and procurement teams
·
Prepare and submit a timely monthly, quarterly, and
annual Project activity reports
·
Supervise, motivate, and manage the performance and
development of staff in the department in line with the Project goals,
objectives, policies and regulations.
·
Promote a results-based performance management
evaluation system, ensuring that key targets are achieved in line with the AOP
(Annual Operational Plan)
·
Provide overall managerial responsibility over
project operations.
·
Mentor and supervise the Human Resource Officer,
Logistics and Supply Chain Officer, ICT Officer, Procurement Officer, and the
Administration Officer of the Project, and ensure all functions under their
care are performed satisfactorily.
·
Conduct timely performance appraisals for staff
supervised.
·
Perform any other duties as assigned by the Senior
Advisor – Finance Management and Operations
Qualifications, Skills and
Experience:
·
The applicant for the USAID Project Operations
Manager should hold a Bachelor’s Degree in Finance, Business Administration,
Commerce or other management related field
·
Possession of a Master’s Degree in a related field
is a must.
·
Professional qualification such as ACCA, CPA, CIPS,
will be an added advantage
·
A minimum of five years’ relevant experience working
in the field of operations in a donor environment.
·
Previous experience working with USAID programs will
be an added advantage.
·
Computer literacy i.e. Proficiency in in the use of accounting
software (e.g. Tally, QuickBooks, SAP Business 1, etc.) is required
·
Highly self-motivated, focused, disciplined
professional, with the drive and dynamism to work under pressure with competing
deadlines, and possess the ability to make an immediate impact.
·
Excellent communication, interpersonal, analytical
and result-oriented skills
·
Prior experience in managing objectives with the
customer in mind.
·
Good judgment, initiative, high sense of
responsibility, tactful, ability to plan, organize and measure outcomes of
interventions.
·
Exemplary and honest, with a high level of energy
and integrity, and able to work under minimum supervision.
·
High degree of flexibility, innovativeness
·
Good record keeping skills
·
Excellent communication and presentation skills
·
Good report writing, and interpersonal skills.
·
Team player with the ability to make positive

·
