The Ministry of
Gender, Labour and Social Development (MGLSD) has championed efforts to promote
a coordinated approach to social protection in Uganda. These efforts culminated
in the design of the Expanding Social Protection (ESP) programme that has been
implemented by the GoU under the MGLSD with financial and technical support
from GoU, DFID, Irish Aid and UNICEF. Its goal is to reduce chronic poverty and
improve life chances for poor men, women and children in Uganda. The purpose is
to embed a national social protection system, including social assistance for
the poorest and most vulnerable, as a core element of Uganda’s national
planning and budgeting processes. Phase I of the ESP programme was implemented
through a Social Protection Secretariat which was established in 2010 under the
Directorate of Social Protection of the Ministry. The objectives of Phase I
included piloting Social Assistance Grants in 15 districts and capacity
building. ESP is now transitioning to Phase II in which the program will expand
to cover a total of 55 districts during the next five years and be implemented
by a Programme Management Unit (PMU).
Job Summary: The Deputy Head PMU will be in charge of
overseeing the PMU’s day-to-day operations, reporting them to the Head PMU and
assisting him/her in the overall direction and management of the ESP programme.
The incumbent will supervise the development and application of key systems and
ensure that they support effective operations and programming.
Key Duties and Responsibilities:

Support the Head PMU in the management of the ESPII
programme and oversee and support the work of Unit Heads.
·
Offer support and leadership for PMU internal
support systems, facilitating effective programme development and
implementation and building staff capacity in systems issues as required.
·
The jobholder will actively manage the programme’s
risk profile by ensuring that policies and procedures are in place and adhered
to, risks are regularly monitored, mitigation measures implemented and internal
audit and compliance issues are addressed.

Oversee the proper management of the PMU’s
properties, facilities, equipment and resources, safeguard from wastage or
misuse and ensure they are used in the achievement of the objectives of the
programme.

Work closely with the Administration and HR
coordinator, guide and coach staff to ensure that HR, Finance, Administration
and IT policies are understood and being applied.
·
Support and improve the PMU’s institutional
relationships with the MGLSD, Steering Committee, relevant line Ministries,
other Donors and programmes involved in social protection.
·
Steer the preparation of work plans, budgets and
reports and facilitate periodic planning and review exercises.
·
Technically support personnel functions including
selecting, recruiting and reviewing performance of staff in conjunction with
relevant supervisors.
·
Ensure all PMU secretariat functions for the
National Steering Committee are undertaken.
·
Ensure compliance with all national laws and
regulations affecting PMU management.
·
Ensure social inclusion and gender mainstreaming
approaches are effectively incorporated across the PMU and its programmes and
activities.
·
Enable an organisational culture supporting
effective learning and sharing and continual improvement of programme quality.
Act for the Head PMU when designated to do so whenever the Head -VU is out of
office.
Qualifications, Skills and
Experience:
·
The applicant should hold a master’s degree in
either of the following disciplines: Economics, Business Administration, Social
sciences or Public Administration.
·
At least five years’ top management experience in
general management or as Head of department in the social sector.
·
Be a proactive team player
·
Excellent communication and interpersonal skills,
with an understanding of social protection needs
