The Uganda

Registration Services Bureau (URSB) is established as a Statutory Body under

the Uganda Registration Services Bureau Act Cap. 210,  Laws of Uganda 2000 Edition. The Bureau is a

key player in commercial and civil registrations that facilitate private sector

development and vital statistics for national planning.


Key Duties and Responsibilities: 


·        
Prepare a consolidated procurement plan every

financial year.


·        
The incumbent will also prepare and issue of

tender/Bidding documents in accordance with approved applicable guidelines and

procedures.


·        
Preparation and submission of monthly reports and

PPMS reports to PPDA made.


·        
The incumbent will also manage the Tender/Bid

Opening process and maintain a list of service providers in line with the

procurement rules and regulations.


·        
Responsible for managing the contracts under

execution and presenting periodic reports.


·        
Prepare monthly procurement reports and submit them

to PPDA and contracts committee, respond to any communications from PPDA and

any other organizations regarding procurement as par the PDDA rules.


·        
Prepare schedule for motor vehicle insurance, all

URSB assets, and worker men’s compensation policy in line with the URSB Policy.


·        
Perform any other duties as assigned by the Manager,

Procurement.


Key Performance Indicators:


·        
Prepared consolidated procurement plan and budget

submitted to the Accounting Officer.


·        
Preparation of monthly reports and PPMS reports to

PPDA made.


·        
Market survey of supplies, services and works

conducted to determine current prices.


·        
Draft bidding documents with specifications or terms

of reference and relevant tender deadlines prepared.


·        
A procurement method, evaluation committee and

shortlist criterion of bidders proposed and submitted to contracts Committee

for approval.


·        
Draft tender/bid invitation document prepared.


·        
A tender document issue register put in place to

record tender documents issued.


·        
Communication made to successful and unsuccessful

bidders.


·        
Contracts performance and performance monitored.


·        
Goods inspected and their compliance certified with

the specifications.


·        
Process of payment upon delivery of goods initiated.


·        
All queries or communications from PPDA responded to


Qualifications, Skills and

Experience: 


·        
The ideal candidate for the URSB Senior Procurement

Officer should preferably hold an Honors Degree in Business Administration,

Procurement and Supply Chain Management or any other relevant course.


·        
Possession of CIPS or any equivalent supply chain

certification is mandatory.


·        
Possession of a master’s degree in Procurement and

Supply Chain Management is an added advantage


·        
Prior experience of procurement and supply chain in

public/government in an environment with diversified working atmosphere of

which two years should be in a senior position.


·        
Computer literacy skills


·        
Good planning, negotiation and interpersonal skills.
