UHMG was
awarded the USAID/Uganda Social Marketing Activity, a four-year cooperative
agreement for a health sector-wide program. The program’s goal is to contribute
to a reduction in new HIV infections, total fertility, maternal and child
mortality, malnutrition and malaria, and to improve access to family planning.
This four-year activity aims to improve utilization of and increase the uptake
of health-related social marketing products and services among under-served
Ugandan consumers and communities in rural and urban areas.
Job Summary: The Grants and Compliance
Officer will provide Grants and Compliance coordination support to the USAID Project,
by ensuring adherence to compliance with the terms and conditions of grants,
applicable federal costs and administrative principles, host country applicable
laws and internal policies, procedures, and guidelines by staff, sub-grantees,
and CSOs, and ensuring value for money, efficiency and effectiveness. The job
holder will also check the compliance levels of the programs teams, and hence
this will require a self-driven, seasoned, and experienced person with skills
to manage and oversee these technical areas.
Key Duties and Responsibilities:

The incumbent will ensure all funds requisitions,
program activities, and payments comply with UHMG financial procedures and
policies, and donor regulations.
·
The job holder will build financial and management
capacity for the sub grantees that UHMG will work with under the Social
Marketing Activity.
·
Prepare contract and sub-grant award documents,
including awards amendments and modifications.
·
Keenly verify all CSOs fixed assets bought using the
Award funds and ensure that they meet the minimum requirements for Inventory as
per USAID regulations.
·
Ensure accountability and transparency to key
stakeholders through the enforcement of USAID rules and regulations in
financial and progress reporting.
·
Carry out monitoring visits together with the
supervisor to ensure compliance by CSOs with all USAID rules and regulations
and UHMG policies and guidelines.
·
Support the Grants and Compliance Manager in
performing compliance reviews to assess compliance with all financial, accounting,
legal requirements, regulations, and policies.
·
Proactively review financial documents and other
source documents before payments are made to ensure compliance and early
detection of audit risks that may arise in the day-to-day financial activities.
·
Work closely with the supervisor to immediately
address any financial issues, and serve as point of contact for all financial
issues related to sub awardees.
·
Support the Finance team to streamline financial
management systems and procedures to staff and sub-grantees.
·
Actively monitor contract and contractor grantee
performance to ensure compliance with the terms and conditions of awards.
·
Offer technical support in following up and
resolving pre-award assessments, and internal and external audit issues and
recommendations that relate to staff and sub grantees.
·
Ensure that outstanding compliance review findings
are addressed and resolved in a timely manner.
·
Responsible for planning all the logistics required
for sub grantees and CSOs trainings/Workshops.
·
Generate weekly, monthly and quarterly progress
reports on the project’s youth and gender awareness and intervention
activities.
·
Prepare and submit periodic status reports to the
supervisor.
Qualifications, Skills and Experience:
·
The applicants for the USAID UHMG Project Grants and
Compliance Officer Jobs should hold Bachelor’s Degrees in Business
Administration, Finance, Accounting, or any other related field.
·
Professional qualification in ACCA, CPA, and CIMA
will be added advantage.
·
Possession of a Master’s Degree in MBA or MSc in
Finance and Accounting will be an added advantage.
·
Post graduate Diploma in Grants Management and
training in donor rules and regulations is essential.
·
A minimum of four years’ relevant experience working
in program/project management, and grants management in a donor environment.
·
Internal and external audit and financial management
and compliance experience will be an added advantage
·
Detailed working knowledge of donor rules and
regulations, and grants management is required.
·
Familiarity with USAID procurement, contracting,
grant rules and regulations, as well as administrative policies and techniques
is essential.
·
Previous exposure and experience in working with
CSOs and developing their capacity is a must.
·
Previous experience working with USAID programs will
be an added advantage.
·
Computer literacy i.e. Proficiency in relevant
computer applications and databases, with practical skills and experience
required
·
Highly self-motivated, focused, disciplined
professional, with the drive and dynamism to work under pressure with competing
deadlines, and possess the ability to make an immediate impact.
·
Excellent communication, interpersonal, analytical
and result-oriented skills
·
Prior experience in managing objectives with the
customer in mind.
·
Good judgment, initiative, high sense of
responsibility, tactful, ability to plan, organize and measure outcomes of
interventions.
·

and integrity, and able to work under minimum supervision.
