Job Summary:  The Project Coordinator will provide both technical

and managerial support to the Improving Access to quality Water project.

Specifically, the incumbent will provide leadership in the management and

overall delivery of the project. The incumbent will also ensure effective coordination

of partnerships and collaborations, timely and effective work-planning and

budget management and reporting according to the grant agreement/donor

requirements and Plan’s policies. Since the project will be located in a new

Plan area, the Project Coordinator will have some specific responsibilities in

ensuring a strategic entry for Plan International Uganda in Buyende district.


Key Duties and Responsibilities: 


·        
Develop annual and quarterly implementation/

procurement plan and budget.


·        
The incumbent will also oversee the project budget

effectively making sure it is periodically reviewed and updated and that there

is value for money on all project expenditures. WASH strategy, including a

capacity development component for water and sanitation use among the communities

in the Project Area.


·        
Implement the WASH sensitization and advocacy

campaigns.


·        
Make sure that there is adequate community and local

government consultation and participation at all stages of the project

implementation.


·        
Identify new project ideas that can be implemented

in Buyende with a vision of long term establishment for Plan in this new

location.


·        
Ensure integration with other Plan WASH projects in

district to leverage on supply chains developed to ease access to spare parts.


·        
Build and strengthen appropriate working

relationships with government service providers for sustainability.


·        
Prepare and share quality and timely project reports

as per donor requirements and the project monitoring and evaluation plan


·        
Ensure all project documentation is well filed and

organised for accountability purposes.


·        
Ensure project learning’s and achievements are documented

and disseminated widely.


·        
Plan for and effectively manage the project risks

making sure they are constantly assessed and reported on.


Qualifications, Skills and

Experience: 


·        
The ideal candidate should hold a bachelor’s degree

in Civil Engineering, Water engineering, or any related field. Possession of Post-graduate

training in Project Management or certificate is of added advantage


·        
A minimum of four years’ experience in rural water

supply and sanitation delivery preferably with International organizations.


·        
Previous experience in resource mobilization both at

local and international level


·        
Practical experience in managing of Water source

construction, particularly borehole technology


·        
Strong technical expertise in WASH programming and

water engineering


·        
Working knowledge of reconnaissance, geographical

information systems and borehole drilling and supervision.


·        
Broad working knowledge of sanitation promotion

approaches Including Community Led Total Sanitation.


·        
Knowledge of WASH governance issues on Operation and

Maintenance of Water facilities for sustainability.


·        
Working knowledge of Ugandan WASH sector

guidelines/standards on rural water supply development and the Operation and

Maintenance Framework.


·        
Broad understanding and awareness of the importance

of integration of water supply, sanitation and hygiene in development.


·        
Proven abilities in planning, budgeting and

reporting.


·        
Good partnership management and relationship

building.


·        
Excellent project management skills, including

partnership management and team leadership


·        
Skills in monitoring and evaluation of WASH

programmes.


·        
Excellent strategic and analytical thinking.


·        
Excellent interpersonal, analytical and

communication (verbal and written) skills.


·        
Communication skills, appropriate to the audience.


·        
Ability to work with people from diverse cultures,

ability to lead and motivate people to work in teams.


·        
Computers literacy skills i.e. proficiency in the use

of MS Office and Internet


·        
Seen as a source of expertise in his/her field.


·        
Promotes high performance among project staff and

provides vision and direction.


·        
Establishes effective partnership with external

organizations


·        
Effectively communicates effectively, orally and in

writing.
