Ligomarc
Advocates is recruiting for a valuable client, a Government Company funded by
Government of Uganda (Coil) and Development Partners, to provide financial,
technical and other support for Renewable Energy infrastructure development in
Uganda, with particular emphasis on enabling Private Sector participation. In
the above regard, our client is participating in the World Bank funded Energy
for Rural Transformation Project, now moving into its third Phase (ERT III),
and is also implementing other programs funded by GoU and other Development
Partners.
Job Summary: The Director,
Finance and Administration will be responsible for ensuring proper financial
management and accountability for the resources of the Company, as well as
taking charge of the Administration Function.
Key Duties and Responsibilities:
·
The incumbent will head the finance and
Administration Department;
·
Manage the Company’s day to day financial management
processes;
·
Prepare funds requisitions to Government of Uganda,
World Bank and other Development partners based upon agreed budgets and work
plans;
·
Manage the preparation of books of accounts in
accordance with Government of Uganda, World Bank and other Development Partner
– Accounting Procedures;
·
Management of the Company’s Projects’ Social Accounts
under various programs;
·
Preparation of the Company’s financial statements;
·
Ensure smooth management of annual External Audits;
·
Ensure that the Company’s accounting and financial
reporting systems are continuously updated in line with best practice;
·
Actively participate in the improvement the internal
control environment of the company;
·
Performing any other duty as may be assigned by the
Managing Director;
Key Performance Indicators:
·
Adequate Financial Management and Administration
System in Place;
·
Budgets and Work plans Prepared;
·
Timely and accurate Books of Accounts and Accounting
records prepared;
·
Advice to the Managing Director and Board on
Financial matters;
·
Timely financial reports prepared;
·
Financial Management reports (FMR) submitted to
Development partners;
·
Annual reports and management reports and returns
prepared;
·
Effective staff performance and utilization of
company resources ensured;
·
Strategies for enhancing company resources
developed.
Qualifications, Skills and
Experience:
·
The applicant should hold an Honours degree in
Accounting;
·
Membership to a professional accounting body ACCA or
CPA is a must;
·
Possession of a Master’s degree in a management
related field is an added advantage;
·
A minimum of seven years’ experience in Government
aided, Donor Funded or large corporate organisation, with three years at
management level;
·
Prior experience in Public accounting and World Bank
Financial Management system and procedures are added advantages;
·
Excellent interpersonal and management skills and
ability to work with teams in the organisation at all levels;
·
Computer literate, preferably with knowledge of
computer accounting packages;
·
Proven integrity and confidentiality in handling
public resources
