UHMG was
awarded the USAID/Uganda Social Marketing Activity, a four-year cooperative
agreement for a health sector-wide program. The program’s goal is to contribute
to a reduction in new HIV infections, total fertility, maternal and child
mortality, malnutrition and malaria, and to improve access to family planning.
This four-year activity aims to improve utilization of and increase the uptake
of health-related social marketing products and services among under-served
Ugandan consumers and communities in rural and urban areas.
Job Summary: The Grants and
Compliance Manager will be responsible for providing Grants and Compliance
management coordination support to the Project, by ensuring adherence to
compliance with the terms and conditions of grants, applicable federal costs
and administrative principles, host country applicable laws and internal
policies, procedures, and guidelines, and ensuring value for money, efficiency
and effectiveness. The incumbent will primarily manage the operations of the
Grants and Compliance Officers, and hence this will require a self-driven, seasoned,
and experienced person with skills to manage and oversee these technical areas.
Key Duties and Responsibilities:
1.
Contracts / Grants Knowledge and Management:
·
Manage the review and evaluation of sub-grantee
applications and proposals when assigned.
·
Offer timely support in the negotiation of contract
and sub-grant terms and conditions.
·
Manage the preparation of contract and sub-grant
award documents including awards amendments and modifications.
·
Offer technical support to management on sub-grantee
contracts and grants management issues.
·
Provide policy guidance and interpretation for
program staff and sub-grantees on sub granting.
·
Monitor donor regulations and policies for changes affecting
the program providing management with timely updates on such changes and inform
the Project director accordingly.
·
Review funded agreements to identify regulatory,
contractual, legal and financial compliance requirements associated with donor
funding.
·
Ensure accountability and transparency to key
stakeholders through the enforcement of donor rules and regulations in
financial and progress reporting.
·
Carry out compliance reviews to assess office compliance
with all financial, accounting, legal requirements, regulations and policies.
·
Develop and maintain tracking systems on identified
compliance issues.
·
Regularly monitor compliance by staff and
sub-grantees, and the linkage of the organizational policies and guidelines to
donor rules and regulations, and make recommendations to the supervisor.
·
Take charge of the management and resolution of
issues identified in internal and external audits for the Project.
·
Provide resources and information on compliance
requirements. Prepare and make formal presentations, as needed, for internal
and external stakeholders.
·
Support the Finance team to stream line financial
management systems and procedures.
·
Perform a periodic internal audit role to ensure all
financial activities are carried out according to Generally Acceptable
Accounting standards and as per Donor and Foundation policies.
2.
Grantees Monitoring and Support:
·
Actively monitor contract and contractor grantee
performance to ensure compliance with the terms and conditions of awards.
·
In charge of the review grantees financial
performance against budgets and approved work plans.
·
Support grantees to improve their administrative
performance and reduce the risk to the project and UHMG
·
Manage the conducting of targeted in-depth risk
assessments of sub-grant programs producing reports which will include
recommendations for corrective action and the level of assistance, if any, required
from the field or head office.
·
Take part in the planning and delivery of technical
assistance for start-ups and administrative close-outs of sub-grant programs by
utilizing the necessary tools, templates, and procedures.
·
Sub-grantees Capacity Building
·
Provide targeted capacity building to sub-grantees
through coaching and mentoring initiatives
·
Provide technical support in following up and
resolving external audit issues and recommendations.
·
Ensure all outstanding compliance review findings
are addressed and resolved in a timely manner.
3.
Grants Funding Portfolio Maintenance:
·
Manage the maintenance of accurate and up-to-date
information in Contracts and Grants Information on all awards.
·
Ensure updated records and documentation for all
funds released to the sub grantees.
·
Ensure sub-grantees adhere to funding requirements.
4.
New Business Development:
·
Provide support for project/ proposal budget
development on solicitations.
·
Assist with responses to technical questions for
proposals dealing with sub-grant management.
5.
Performance Monitoring
·
Prepare and submit periodic status reports to the
supervisor.
·
Mentor and supervise the Grants and Compliance
Officers of the Project, and ensure all functions under their care are
performed satisfactorily.
·
Conduct timely performance appraisals for staff
supervised.
·
Perform any other duties as assigned by the Deputy
Chief of Party.
Qualifications, Skills and
Experience:
·
The applicant for the USAID Project Grants and
Compliance Manager job placement should hold a Bachelor’s Degree in Social
Work, Social Sciences, Finance, Business Administration or any other related
field
·
Possession of a Master’s Degree in a related field
is a must.
·
Prior Internal and external audit and financial
management and compliance experience will be an added advantage
·
Broad working knowledge of donor rules and
regulations, and grants management required
·
A minimum of five years of relevant experience
working in program/project management, and grants management in a donor
environment.
·
Previous experience working with USAID programs will
be an added advantage.
·
Computer literacy i.e. Proficiency in relevant
computer applications and databases, with practical skills and experience
required
·
Highly self-motivated, focused, disciplined
professional, with the drive and dynamism to work under pressure with competing
deadlines, and possess the ability to make an immediate impact.
·
Excellent communication, interpersonal, analytical
and result-oriented skills
·
Prior experience in managing objectives with the
customer in mind.
·
Good judgment, initiative, high sense of
responsibility, tactful, ability to plan, organize and measure outcomes of
interventions.
·
The incumbent should have expertise in the areas of
grants management and compliance checks.
·
The applicant should have the capacity to work under
minimum supervision with resilience, and maintain a clean and transparent
compliance system as per set procedures.
·
Exemplary and honest, with a high level of energy
and integrity, and able to work under minimum supervision.
