About USAID UHSC Project:


The Partnership

for Supply Chain Management (PFSCM) is implementing the Supply Chain Management

System (SCMS) contract for USAID as part of the President’s Emergency Plan for

AIDS Relief. SCMS strengthens or establishes secure, reliable, cost-effective,

and sustainable supply chains capable of meeting the care and treatment needs

of people living with and affected by HIV and AIDS. In coordination with

in-country and international partners, SCMS assists programs to enhance their

supply-chain capacity; ensure that accurate supply chain information is

collected, shared, and used; and provides quality, affordable, health care

products to those who need them. In Uganda, the SCMS project is managed by

Management Sciences for Health (MSH).


Job Summary:  The M&E Associate will significantly contribute

significantly to the implementation of the M&E system of the USAID funded

Uganda Health Supply Chain (UHSC). 
The job holder

will work in liaison with the M&E Advisor to ensure that all relevant

reports are compiled in a timely way, support the district team in the

management of data routinely collected and submitted into the PIP, conduct

preliminary analyses, support dissemination and data use within the program, at

national, district and health facility level. The incumbent will also work with

M&E specialists seconded to MoH technical programs and central warehouses

to ensure that routine reports are compiled. The job holder will also actively

participate in the compilation of PMP indicator data needed for; tracking

progress towards attainment of program objectives and routine reporting to

USAID and other stakeholders.



Key Duties and Responsibilities: 


·        
Assess the information needs to determine key issues

and requirements of the M&E system.


·        
Intuitively review and implement the UHSC M&E

framework.


·        
Routinely compile indicator data needed for tracking

program progress and offer technical assistance and guidance in the design of

the M&E system/database


·        
Actively participate in research studies and

evaluations conducted by the program to inform program level decision making


·        
Work closely with external UHSC M&E specialists

to compile periodic reports required by USAID and other stakeholders that support

effective decision making


·        
Actively contribute to analysis and interpretation

of data to explain trends and discuss possible effects of implemented

interventions with relevant technical managers.


·        
Take part in the design and implementation of data

quality assessments to ensure accuracy, consistency and reliability of

collected data.


·        
Perform any other responsibilities as may be

required


Qualifications, Skills and

Experience: 


·        
The ideal candidate should hold a Bachelor’s degree

in public health, statistics or related field and possess a post graduate

diploma in M&E


·        
A minimum of three years’ experience in health

sector/monitoring systems strengthening


·        
Excellent analytical skills using STATA


·        
Computer literacy i.e. Proficiency in use of

Microsoft Office package (at a minimum Word, Excel – incl. Pivot or PowerPivot,

PowerPoint and Outlook)


·        
Working knowledge of supply chain concepts and

pharmaceutical/logistic indicators


·        
Previous experience with capacity building and/or

training is an advantage


·        
Hands-on experience with USAID procedures and

practices


·        
Ability to meet required deadlines in a fast-paced

teamwork-focused environment
