3 Deputy Programme Managers


Job Description



The Department for International Development (DFID) is leading the British Government’s fight against world poverty. Our client DFID Uganda seeks to recruit resourceful, experienced and adaptable individuals to fill three (3) Deputy Programme Manager positions.


The Deputy Programme Managers will work with the Advisers, and other programme staff to deliver the teams’ portfolios. The post holders will be accountable to the Team Leaders for the effective programme and financial management of the teams’ portfolios. The position may also involve management of one or two project officers or administrators.


Main Responsibilities


• Drive effective programme management and delivery of portfolio projects in line with annual milestones and targets.


• Ensure key programme management cycle principles and best practice are applied across portfolio.


• Ensure team compliance with programme management rules across the portfolio to facilitate sound programme and financial reporting, accountability and transparency.


• Ensure timely procurement of services, communicate regularly with suppliers and partners ensuring that they are providing relevant and timely data and reports to allow DFID to monitor contracts and other agreements/ arrangement against budgets and delivery.


• Proactive portfolio financial management including timely portfolio reports to the monthly Programme Finance Meetings.


• Apply risk management strategies to all programmes taking into account potential fraud, operational and strategic risks, and appropriate action to mitigate against such issues.


• Manage relationships with contractors, implementers and partners professionally and effectively to ensure value for money, and to minimise fraud, inefficiency and waste.


• Support development of new Business Cases, in particular the development of financial, commercial and management sections.


• Monitor project/programme implementation and delivery including reporting timeliness and ensure that logframes are regularly updated.


• Ensure all necessary documentation to formalise and amend commitments and make payments are prepared, approved and filed.


• Participate in programme reviews and preparation of progress and review reports, including of partner financial systems and DFID assets.


• Provide management and leadership to programme officers and administrators (if in a line management position)


Policy & Corporate Management


• Contribute information and compile high quality first drafts of replies, briefing and correspondence within assigned deadlines.


• Provide timely and accurate contributions to DFID Uganda’s corporate reporting as required.


• Deputise for Team Leader and/or Advisers at external meetings as required.


• Proactively facilitate the sharing of information between DFID and partners.


• Provide such support as is reasonably requested by the Team Leader, Adviser, Programme Manager or Head of Office.


Qualifications:


Essential:


• A Bachelors Degree in Social Sciences, Development Studies, Business Administration or equivalent.
Experience, Knowledge and Skills


At least 5 years’ experience in programme/project management & administration with at least 3 years at middle management level.


The successful candidate must be able to demonstrate;


• Strong understanding of systems and tools for financial planning and budgeting (including excel), and results monitoring


• They are articulate, competent in drafting high quality written communication, and have excellent attention to detail.


• They are a self starter with excellent prioritisation skills and able to see through delegated decisions


• Ability to work effectively with commercial suppliers, civil society organisations, mulit-lateral agencies, Government and other development partners.

Remuneration package


The annual gross salary range for the position is UGX 56,813,492/- to 87,989,960/-.
