UHMG was
awarded the USAID/Uganda Social Marketing Activity, a four-year cooperative
agreement for a health sector-wide program. The program’s goal is to contribute
to a reduction in new HIV infections, total fertility, maternal and child
mortality, malnutrition and malaria, and to improve access to family planning.
This four-year activity aims to improve utilization of and increase the uptake
of health-related social marketing products and services among under-served
Ugandan consumers and communities in rural and urban areas.
Job Summary: The Youth and Gender
Officer will provide professional support in promoting equity among male and female
youth in accessing and utilizing targeted services and products for HIV prevention
and Care, Nutrition, Malaria prevention and Care and Sexual Reproductive health
including family planning, and Maternal Child Health, and supporting the
integration of youth and gender cross-cutting themes across all programing components.
The Youth and Gender Officer will assist in the implementation of cross-sectoral
youth and gender integration strategies aimed at ensuring that program
activities result in equal outcomes for male and female beneficiaries of different
youth age groups and socio-economic backgrounds across target communities. S/he
will assist to build team capacity to integrate a youth and gender perspectives
into program activities, work closely with sector team leads to ensure the
effective and timely execution of activities related to gender and age-based
access to health engagement activities; support the M&EL team to include a
youth and gender perspective in research, mid term and end-line evaluations,
and to mainstream sex and age disaggregated and gender sensitive indicators into
the overall M&EL framework. S/he will undertake a youth and gender analysis
of pertinent health issues, and lead in designing strategies for addressing
youth/gender issues in the project work by ensuring the inclusion and advancing
of youth and gender rights in all aspects of UHMG’s operation and engagements
at both ground and national level. The Youth and Gender Officer will support
the Social and Behaviour Change Communication Manager in the development of a
Youth and Gender Engagement plan and associated budgets, and in the areas of
analysis, innovation, promotion, and management, and shall work closely with
the field teams to ensure that all field activity plans focused on youth are
communicated and incorporated into the monthly field activity plans. S/he will
focus on the youth between the ages of 12 and 30 years. This is the youth age
bracket defined in the National Youth Policy of Uganda as all young persons;
female and male aged 12 to 30 years.
Key Duties and Responsibilities:

Carry out a Youth and gender analysis at the
national and community level.
·
Ensure youth and gender mainstreaming is covered in
UHMG policies and guidelines and program implementation in line with MOH,
MOGLSD, and donor policies and regulations.
·
Offer technical assistance in mainstreaming Youth
and Gender-focused interventions during planning, implementation, and monitoring
of the project activities, and provide guidance and key learning to key stakeholders
on youth and gender programming and perspectives.
·
Actively participate in programming and planning
activities to ensure that the concerns of youth are positioned within strategic
priorities of various program interventions, and are given adequate attention
in planning, resource mobilization/allocation, research, monitoring, reporting,
evaluation and knowledge management.
·
Provide advocacy support, knowledge building and
management amongst stakeholders, and build strategic partnerships and support
for the implementation of the youth and gender interventions on health
concerns.
·
Work in liaison with the supervisor to design appropriate
messages that are youth-focused and gender sensitive to ensure high quality
programming for youth and gender equality.
·
Work closely with the Communications Team to design
youth-friendly communication campaigns to increase knowledge on healthy behavior
and the desired behavior change, and raise public awareness on youth and gender
issues in Health.
·
Work with the ICT and Social Media Teams to mobilize
youth for product and service-uptake.
·
Ensure gender dimensions and indicators are captured
in other M&E system, and support the technical teams in monitoring progress
on youth and gender rights in their project interventions.
·
Build and strengthen partnerships and collaborations
with organizations that are youth-focused and gender-sensitive for effective
delivery of targeted services.
·
Work closely the Good Life and ProFam Clinics to
avail and/or increase access to youth-friendly and gender-sensitive services
targeting youth, women, and men in the broader areas of HIV, FP, MCH, SRH, Nutrition,
and Malaria.
·
Work with the M&E team to ensure that as project
teams implement, sex and age dis-aggregated and gender sensitive data is
collected and analyzed in line with Performance Monitoring Plan and donor expectations.
·
Work in liaison with the Research Team to identify
issues that affect access to services by youth, women, and men so as to inform
the design of effective interventions geared towards improving access to
targeted socially marketed products and services.
·
Represent the project in Youth and Gender focused
forums for learning and replication.
·
Raise awareness of UHMG’s programme on gender
mainstreaming and integration of youth works with all stakeholders. Support the
coordination of joint advocacy and capacity building around youth and gender equality
within UHMG, and organize trainings for sub partners on youth and gender programming,
in consultation with the supervisor
·
Work in liaison with the supervisor, participate in
district and national level youth and gender policy discussions.
·
Build strong networks and alliances with like-minded
stakeholders to strengthen gender awareness at both ground and national level.
·
In liaison with the Research team, draft, submit,
and present high quality abstracts, posters and papers on youth and gender
awareness at local, national, and international conferences/fora.
·
Stay connected and aware of national and regional
health-related initiatives on gender equity and youth integration that may
duplicate or provide opportunities for collaboration or leveraging with key
partners on gender equity and youth activities. Monitor international, national
and sub-national developments that impact
on the health status of youth, and recommend appropriate responses to emerging
issues if necessary.

Coordinate with relevant technical teams on resource
mobilization (concepts and proposals) to ensure the inclusion of youth and
gender rights, whenever the need or opportunity arises.
·
Prepare and submit weekly, monthly and quarterly
progress reports on the project’s youth and gender awareness and intervention
activities.
·
Send periodic status reports to the supervisor for
project monitoring and evaluation.
Qualifications, Skills and Experience:
·
The applicants for the USAID UHMG Project Youth and
Gender Officer Job opportunity should hold a Bachelor’s Degree in Social Work,
Social Sciences, Gender Studies, Public Health, Humanities, any other related
Social Sciences field
·
Possession of a Masters Degree in youth and gender
studies will be an added advantage.
·
Post graduate Diploma in Youth and Gender Management
or Project Planning and Management is essential.
·
A minimum of four years’ relevant experience working
in the field of youth and gender focused interventions in a donor environment,
with proven track record in areas of brand management, campaign development, execution
and evaluation.
·
Previous experience in designing programs that
integrate gender equity and youth issues as cross cutting themes
·
The Youth and Gender Officer should have the ability
to work under minimum supervision, and maintain a clean and transparent intervention
and engagement system while adhering to set procedures.
·
Broad background in youth programming, management
and advocacy, ideally in the health sector
·
Strong program management and advocacy skills are
required as well as experience with establishing and maintain operations
systems (general management and administration).
·
Comprehensive working knowledge of national and
international youth and gender policies and laws.
·
Practical experience in the use of ICT in the
mobilization of youth for service-uptake.
·
Previous experience working with USAID programs will
be an added advantage.
·
Computer literacy i.e. Proficiency in relevant
computer applications and databases, with practical skills and experience
required
·
Highly self-motivated, focused, disciplined
professional, with the drive and dynamism to work under pressure with competing
deadlines, and possess the ability to make an immediate impact.
·
Excellent communication, interpersonal, analytical
and result-oriented skills

Prior experience in managing objectives with the
