Uganda: Uganda Deputy Country Director
The Deputy will assist the Uganda Country Director to contribute to the mission of the organization by managing all aspects of Medical Team International’s field program in Uganda including; representing Medical Teams International to key stakeholders in country; providing leadership in the development and implementation of the country strategy; managing the Uganda programs and staff to provide quality and measurable impact; providing financial oversight and accountability of Medical Teams International resources and compliance with policies and procedures.
The Deputy will also take the lead in growing MTI Uganda’s portfolio of programs by identifying and pursuing funding opportunities and resources. He/she will take the lead in writing proposals and take the lead in developing new business opportunities primarily in Uganda but also in other countries of the region as determined by the Regional Director.
The Deputy Country Director collaborates closely, with the Country Director-Uganda, Health Advisor, Program Manager and Program Officer- Africa & Middle East Programs, and with the MTI HQ Program Quality and Evaluation staff in the planning and implementation of country strategies and resource acquisition goals.
Essential Duties and Responsibilities:
- Represent Medical Teams International to the Government of Uganda, Ministry of Health, UN agencies, International donor agencies, NGOs, faith-based organizations, community leaders and other stakeholders across the country.
- Cultivate and maintain networks with donors and partners.
- Develop, implement and monitor a proactive country strategy and funding acquisition plan that aligns with Medical Teams International’s Vision and core competencies and results in the expansion of programs in Uganda and the Region.
- Oversee the development of strong project proposals and ensure that project design and implementation meet quality standards of best practice.
- Develop and manage annual operating budgets and work plans.
- Ensure strong financial accountability and compliance with Medical Teams International, government, and donor policies and procedures.
- Submit required program and operational reports according to Medical Teams International and/or donor standards.
- Review and oversee implementation of effective security risk management policies and procedures.
- Oversee human resource management including the recruitment, hiring, supervision and performance reviews of local and expatriate personnel (when required).
- Model excellence in leadership and build effective teamwork and coordination among staff.
- Ensure compliance with Government laws and policies in Uganda and with Medical Teams International’s internal policies and procedures.
- Analyze the operating environment in Uganda in relation to needs in the health sector that fit with Medical Teams International’s core competencies for strategic program development.
- Ensure all MTI volunteers are adequately oriented and supported during their time in Uganda.
Desired Minimum Qualifications:
- BA in relevant field.
- 5 years progressively responsible program and organizational management experience in international relief and development.
- 2 years living and working in Africa.
- Proven track record of raising resources and achieving results in relief and development.
- Experience leading programs funded by institutional donors.
- Commitment to the mission of Medical Teams International.
- Proven organizational and management skills, including strategic planning, achieving results, coordinating and supporting a diverse team, and resource management.
- Demonstrated experience and skill in raising funds for international development projects and grant management.
- Ability to network and cultivate strong relationships with government, donors, partners, and other stakeholders.
- Strong financial management skills, including ability to prepare, monitor, and control budgets.
- Knowledge and expertise in project cycle management, proposal development and reporting.
- Ability to work in a manner that respects local religious and cultural sensitivities.
- Commitment to achieving excellence, program growth, and organizational strengthening.
- Transparent, open, empowering management style.
- Demonstrated experience in hiring, evaluating and supervising international program staff.
- Understanding of international relief and development principles and humanitarian issues.
- Ability to handle multiple projects simultaneously; flexible.
- Competency in use of computers in a Windows environment including MS Word, Excel, and use of internet and email.
- Ability to work flexible schedule and weekends as needed.
- Excellent written and verbal communication skills.
- Ability to communicate professionally and effectively with all constituents.
- Fluent speaking and writing in English.
Preferred:
- Strong working knowledge of health-sector issues and effective- interventions in developing countries.
- Master’s degree or equivalent academic and management experience in field relevant to humanitarian work.
