Uganda Health

UHMG was
awarded the USAID/Uganda Social Marketing Activity, a four-year cooperative
agreement for a health sector-wide program. The program’s goal is to contribute
to a reduction in new HIV infections, total fertility, maternal and child
mortality, malnutrition and malaria, and to improve access to family planning.
This four-year activity aims to improve utilization of and increase the uptake
of health-related social marketing products and services among under-served
Ugandan consumers and communities in rural and urban areas.
Job Summary: The Maternal
Child Health Manager will be responsible for coordinating UHMG’s Maternal and
Child health program activities so as to positively contribute to the national
strategy of reducing maternal and child mortality and morbidity in the country.
The position is responsible for coordinating the team to support the quality
improvement of Maternal and Child health service delivery in the private health
sector as well as creating demand for maternal and child health services
amongst the target audiences. S/he will play a leading role in the development
of MCH intervention strategies and frameworks, hence this will require a
self-driven, seasoned, and experienced person with skills to manage and oversee
these technical areas.
Key Duties and Responsibilities:

Oversee the development and implementation of MCH
plans in accordance with global and national MCH priorities as well as UHMG’s
Strategic Plan.
·
The job holder will also update the Maternal Child
Health program strategies in line with the project’s objectives, while incorporating
emerging priority needs and best practices nationally and worldwide.
·
Coordinate work planning and budget development for
Maternal Child Health services, ensuring the focus on national priorities.
·
Ensure quality MCH programming that is relevant to
the objectives of the project and the goals of UHMG, and that they are
well-aligned with national and international MCH policy frameworks. Provide technical
assistance/guidance in the implementation of MCH plans both at the service
provision level and community level. Ensure all project activities are
conducted in accordance with agreed work plan.

Offer technical guidance regarding MCH issues and
priorities to ensure timely implementation of MCH activities in UHMG targeted
intervention areas.
·
Support UHMG MCH technical resources capacity,
through development of relevant job aids, manuals for quality programming
support.
·
Regularly analyse MCH challenges to services uptake,
and increase their utilization and design strategies to address these
challenges in liaison with the Communications team.
·
Coordinate capacity building to equip the targeted
service providers with skills to provide quality services in Maternal and Child
Health care, especially in technical understanding/implementation of quality integrated
MCH service delivery and MCH commodity logistics management for sustained
supply of MCH health products and utilization of services.
·
Actively monitor and supervise Maternal Child Health
services delivery and ensure that quality standards are maintained.
·
Work closely with the Product Facility and Marketing
teams to enhance the distribution network of the MCH commodities across the
country.
·
Work with the Product Facility Procurement and
Supply Chain Manager to establish consumption patterns of MCH commodities in
the country and conduct timely ordering of MCH supplies from international manufacturers
to avoid stock outs.
·
Ensure effective budget management and
administration of project finances, including adherence to UHMG and donor
financial management guidelines and policies.
·
Facilitate information sharing and coordination of
MCH program activities with relevant development partners, MCH implementing
partners, local government departments, health centers, NGOs, CBOs and other
community stakeholders in order to show case the desired impact in maternal and
child health in particular, and greater attribution from the private health
sector to overall national performance, while maintaining constant coordination
with the donor in strategic project implementation.

Offer technical support during work plan and
proposal development, and support UHMG’s resource mobilization drive through
the development and review of MCH related funding proposals, abstracts for submission
at the national and international level, and showcasing UHMG MCH best
practices, development of proposals to raise sufficient resources for
sustainable delivery of MCH services.
·
Keenly track MCH work plan implementation,
documentation, and dissemination of results in a timely manner, in line with
UHMG program reporting requirements.
·
Actively participate in UHMG’s expanded planning,
monitoring and reporting through the organisation’s integrated approach.
·
Prepare and submit periodic status reports to the
supervisor for project monitoring and evaluation.
Qualifications, Skills and
Experience:
·
The applicant for the USAID UHMG Project Maternal
Child Health Manager job placement should hold a Bachelor’s Degree or higher in
Medicine and Surgery, Nursing, Social Sciences, Public Health, or other related
degree.
·
Possession of a Master’s Degree in Public Health or
related field is a must.
·
Possession of Post Graduate training in health
communication is an asset.
·
Post graduate Diploma in Project Planning and
Management is essential.
·
Prior experience in working with National and
community MCH intervention programs; Specific hands-on knowledge and skills in
Planning, designing, implementing and monitoring maternal and child health programs
especially in prevention approaches is mandatory.
·
A minimum of five years’ relevant experience working
in maternal child health programming for development/humanitarian
projects/programs in a donor environment, and in monitoring public health communication-related
projects of similar scope in a social marketing field.
·
Demonstrable results in previous work environment
should reinforce claims to this experience.
·
Additional training in quantitative and qualitative
data collection, (knowledge, attitudes, perceptions, surveys, focus group
discussions, etc.) is key.
·
The applicant must be highly innovative with
specific hands on knowledge and skills in planning, designing, implementing and
monitoring maternal and child health programs especially in prevention
activities, with an understanding of social cultural and economic issues
related to maternal child health.
·
The job holder should be results driven and able to
deliver on set targets, with networking capabilities and able to manage
competing priorities.
·
The applicant must have skills in MCH programming,
leadership, communication, and documentation, to effectively and proactively
reinforce the organization’s commitment to strong MCH interventions for the
desired impact.
·
S/he must focus on quality, improvement effectiveness
and efficiency, and model independence, objectivity, ethics, integrity,
professionalism, and avoidance of bias and conflict of interest.
·
The person should have the capacity to work under
minimum supervision with resilience, and maintain a clean and transparent MCH
implementation system as per set procedures.
·
Previous experience working with USAID programs will
be an added advantage.
·
Computer literacy i.e. Proficiency in relevant
computer applications and databases, with practical skills and experience
required
·
Highly self-motivated, focused, disciplined
professional, with the drive and dynamism to work under pressure with competing
deadlines, and possess the ability to make an immediate impact.
·
Excellent communication, interpersonal, analytical
and result-oriented skills
·
Prior experience in managing objectives with the
customer in mind.
·
Good judgment, initiative, high sense of
responsibility, tactful, ability to plan, organize and measure outcomes of
interventions.

S/he should be detail- and results-oriented, have
strong conceptual, analytical, and reporting skills, with expertise in
information gathering, analysis and timely reporting, be proactive in
instituting innovative, sustainable, and cost-effective interventions, and work
dedicatedly to fulfill the organization’s goals, while upholding the Core Values
