DANISH REFUGEE COUNCIL INVITES APPLICATIONS FOR THE POSITION OF AREA MANAGER – ARUA

Background


The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than 30 countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.


In Uganda, DRC works in North, North-Western, South-Western and North-Eastern regions in a range of emergency/development support for the refugees and communities in need with the aim of saving lives by providing protection and humanitarian assistance, and creating livelihoods (for more information go to www.drc.dk)).


In the North-Western Regions, DRC is currently implementing a refugee programme for South Sudanese and Congolese in areas of child protection with a special focus on separated and unaccompanied minors, psychosocial support, GBV and protection monitoring; Livelihoods focusing on skills development and employment creation; Water and Sanitation; Environment; Shelter and infrastructure.


General Objective:


The Area Manager manages all aspects of projects in West Nile. Furthermore, s/he has financial and administrative responsibility for the project. The position reports to Country Director.


General Role



  • The Area Manager represents the Danish Refugee Council in West Nile Region and has the direct responsibility for the management, implementation and continued development of the DRC programme in the Region. Furthermore, the Area Manager has financial and administrative responsibility for the projects and is also responsible for the planning and implementation of adequate security precautions within the programme area to ensure the safety of all staff and assets.




  • The Area Manager refers to the DRC Uganda Country Director on general policy matters, overall strategy development, external relations, administrative guidelines and personnel regulation.




  • The Area Manager is the direct supervisor of senior staff of the entire West Nile Uganda programme.



Specific duties and responsibilities:


The Area Manger is responsible for the following detailed tasks within the framework of DRC standard regulations and operational procedures (including the Code of Conduct, The DRC Assistance Framework, the DRC Programme Manual and administrative regulations), approved programme documents, donor contracts and applicable Ugandan laws:


Project management:



  • Oversee and conduct strategic planning and development of the West Nile programme;




  • Prepare annual/project action plans for the West Nile programme in accordance with annual planning cycle;




  • Supervise proper and timely implementation of all projects according to agreed policies and donor requirements;




  • Ensure that relevant beneficiary data is collected and that relevant assessments are conducted in the project area.




  • Provide regular internal reports and other relevant information on general policy matters, programme activities and external relations to the head of programs, based on agreed formats and schedules;




  • Provide input for the continued further development of a sustainable strategy for the DRC programme;




  • Ensure projects are in technical specifications provided by the Program Unit and the Head of Program and closely work with Head of Programs on technical aspects of programming.




  • Together with the Head of Programs identify opportunities for new projects;




  • Assist in developing project proposals, concept papers and budgets;




  • Ensure DRC West Nile offices are compliant to DRC’s operational guidelines and regulations and spearhead implementation of recommended action points arising from donor audit, internal audits;




  • Responsible for risk management in West Nile, this includes early detection of any possible fraud, corruption and ensure that necessary action is taken.



Administration and Personnel Management



  • Manage the West Nile program, including overall financial budgeting and expenditure management, staff management (including development of TORs for field staff), continued revision and implementation of sound administrative guidelines and personnel policies, security precautions, logistics and all other tasks pertaining to the efficient day-to-day running of the office;




  • Supervise staff and take action in terms of recruitment, promotions and disciplinary measures as required;




  • Be responsible for organizational development of the DRC West Nile operation, including staff performance assessment as well as formulation and implementation of human resource development activities;



External relations



  • Maintain close and good relations with all relevant stakeholders including the Coordination Function, UNHCR and other UN organizations, OPM, local authorities, donors, NGOs and other partners;




  • In consultation with the Grants Manager and the Head of Programs ensure timely narrative and financial reporting to donors;




  • Explore new funding opportunities;




  • Ensure full and efficient coordination with all stakeholders of relevance to the implementation of the programme, including other humanitarian and development actors in the area.



Required qualifications


To be successful in this role you must have:



  • Master’s Degree in Development studies, International relations, environment studies, or related subject with experience of protection of displaced persons




  • A clear knowledge and experience of refugee assistance program with experience of coordinating shelter/infrastructure, WASH and emergency livelihoods, demonstrated report writing skills, staff, and financial management;




  • At least 8 years of experience of doing similar work in an NGO of which at least 5 years should be working as an In-charge of field offices.



Desirable qualifications


  • Ideally, you will also have experience of working with projects funded by bilateral and multilateral Donors. Experience of working with United Nations funded projects is desirable. Additionally, a positive attitude with ability to work in a multicultural working environment is desirable.

Conditions for the position


Duty station: Arua – West Nile, with regular travel to other field offices and the main office in Kampala.


The position is contract based and it is Non-family duty-station.


Remuneration and benefits are as per DRC Uganda standard salary scale and benefit package.
