UHMG was

awarded the USAID/Uganda Social Marketing Activity, a four-year cooperative

agreement for a health sector-wide program. The program’s goal is to contribute

to a reduction in new HIV infections, total fertility, maternal and child

mortality, malnutrition and malaria, and to improve access to family planning.

This four-year activity aims to improve utilization of and increase the uptake

of health-related social marketing products and services among under-served

Ugandan consumers and communities in rural and urban areas.


Job Summary: The Logistics

and Supply Chain Officer will be responsible for providing Logistics and Supply

Chain coordination support to the USAID Project, by managing the supply chain

function of the organization in line with the procurement policies and supply

chain guidelines, and ensuring value for money, efficiency and effectiveness. The

Logistics and Supply Chain Officer will oversee the operations of the Stores

Assistant, and hence this will require a self-driven, seasoned, and experienced

person with skills to manage and oversee these technical areas.


Key Duties and Responsibilities: 


·        
The incumbent will coordinate the supply chain needs

of the Project by ensuring all departments and other recipients/partners have

sufficient stocks.


·        
Receive and check all deliveries received, endorse

supplier delivery notes and invoices from the Suppliers, and submit all related

documentation to Finance for timely payments.


·        
Ensure the safe custody and proper storage of the

project stocks and supplies as per set storage standards and Guidelines


·        
Ensure proper tracking of incoming and outgoing

supplies and stock levels


·        
Monitor stock levels, and advise the project in

advance on stock requirements or replenishments to ensure proper stock control

and avoid stock-outs.


·        
Carry out regular product forecasts and product

needs in liaison with the Operations Manager.


·        
Ensure all supplies received and issued are

authorized and documented.


·        
Conduct training of all partners in Supplies

Management, in partnership with the HSS team.


·        
Prepare and submit periodic status reports to the

supervisor.


·        
Regularly monitor the compliance and relevance of

the supply chain policies and guidelines, and make recommendations to the supervisor.


·        
Mentor and supervise the Stores Assistant of the

Project, and ensure all functions under his/her care are performed satisfactorily.


·        
Carry out timely performance appraisals for staff

supervised.


·        
Perform any other duties as assigned by the Operations

Manager.


Qualifications, Skills and

Experience: 


·        
The applicant for the USAID Project Logistics and

Supply Chain Officer career opportunity should hold a Bachelor’s Degree in

Logistics and Supply Chain Management or Procurement a must.


·        
Possession of Professional qualification in CIPS

will be an added advantage


·        
A minimum of four years’ relevant experience working

in the field of logistics and supply chain in a donor environment.


·        
Broad working knowledge of supply chain and

management of stores required


·        
Previous experience working with USAID programs will

be an added advantage.


·        
This Logistics and Supply Chain Officer should have expertise

in the areas of logistics and supply chain.


·        
Computer literacy i.e. Proficiency in relevant

computer applications and databases, with practical skills and experience

required


·        
Highly self-motivated, focused, disciplined

professional, with the drive and dynamism to work under pressure with competing

deadlines, and possess the ability to make an immediate impact.


·        
Excellent communication, interpersonal, analytical

and result-oriented skills


·        
Prior experience in managing objectives with the

customer in mind.


·        
Good judgment, initiative, high sense of

responsibility, tactful, ability to plan, organize and measure outcomes of

interventions.


·        
Exemplary and honest, with a high level of energy

and integrity, and able to work under minimum supervision.


·        
High degree of flexibility, innovativeness


·        
Good record keeping skills


·        
Excellent communication and presentation skills


·        
Good report writing, and interpersonal skills.


·        
Team player with the ability to make positive

contributions.


·        
The applicant should have the capacity to work under

minimum supervision with resilience, and maintain a clean and transparent storage

and disbursement system as per set procedures.

S/he should be detail- and results-oriented, have

strong conceptual, analytical, and reporting skills, with expertise in

information gathering, analysis and timely reporting, be proactive in instituting

innovative, sustainable, and cost-effective interventions, and work dedicatedly

to fulfill the organization’s goals, while upholding the Core Values of UHMG
