Duty Station: Jinja, Uganda

PATH seeks to

implement the Regional Health Integration to Enhance Services (RHITES) an

anticipated USAID-funded integrated health services project in East-Central

Uganda. The project will work to strengthen health systems, improve quality of

HIV/AIDS, maternal, neonatal, and child health (MNCH), nutrition, malaria, and

tuberculosis services, and increase utilization of such services.


Job Summary:  The Chief of Party (COP) will provide overall

technical and management leadership to the design and implementation of the

project, leading a team comprised of other senior-level staff.


Key Duties and Responsibilities: 


·        
Responsible for the strategic direction, overall

planning, implementation, and management of the project, as well as the

achievement of the goals and objectives of the project in a timely and

cost-effective manner.


·        
Oversee the planning of all project activities and

set high quality performance targets ensuring adherence to technical standards,

best practices, and donor guidelines.


·        
Serve as the project’s primary liaison between

USAID/Uganda and all other counterparts, implementing partners, and Government

of Uganda officials involved with the project.


·        
Ensure project activities adhere to USAID and

country office management policies and practices.


·        
Oversee/manage partnerships and ensure strong lines

of communication and collaboration are established and maintained.


·        
The incumbent will mentor and supervise a team of

senior technical, financial, and program management staff for the project and ensure

that they are successfully managing project activities and achieving

deliverables.


·        
Facilitate strong communication and coordination

with and between all team members, and with relevant staff in HQ and country

office.


·        
Ensure financial and grants management compliance

with PATH and USAID rules and regulations.


·        
Manage the annual project work planning and periodic

reporting.


·        
Ensure timely, high-quality and complete submission

of work plans, quarterly and annual reports, financial reports, and any other

reports required by USAID.


·        
Share project results and experiences at local,

regional and international forums to contribute to the evidence base for

integrated programs.


·        
Actively promote sustainability of project

activities with effective networking, linkages to other programs, capacity

building of project staff, and institutional strengthening of implementing

partners and community-based organizations.


Qualifications, Skills and

Experience: 


·        
The ideal candidate for the COP vacancy must hold a Master’s

Degree or similar degree with fifteen years of program management experience,

preferably in integrated health service delivery and HIV/AIDS, TB and/or

malaria including:


·        
Five years of management experience and the direct

supervision of professional and support staff for international development

programs; or


·        
A minimum of five years of Chief of Party experience

on a USAID funded health project.


·        
Breadth in management expertise and experience, a

solid professional reputation, interpersonal skills, and professional

relationships to fulfill the requirements of the position.


·        
Exceptional written and verbal communication skills.


·        
Proven ability to lead and manage technical teams

and multi-partner collaborative projects.


·        
Demonstrated ability to work with USAID, implementing

partners, institutions at the national and regional level, local

nongovernmental organizations, and community-based organizations and

structures.


·        
Proven skills in the financial management of USAID

funded multi-million dollar health programs.


·        
Good mentoring and coaching skills.


·        
Ability to work independently with initiative to

manage high volume work flow.


·        
Demonstrated knowledge of HIV/AIDS management

principles.


·        
Demonstrated understanding of how gender dynamics

influence programming.


·        
Demonstrated proficiency in the use of Microsoft

Office Suite or comparable professional software package—specific competence in

the use of word processing, presentation, email and calendaring software

required.


·        
Ability to travel up to 30 percent in-country;

limited international travel expected.


·        
Successful experience working with the Government of

Uganda is essential.


·        
Familiarity with and experience working in Uganda,

especially East/Central region.


·        
Fluency in English required.
