UHMG was

awarded the USAID/Uganda Social Marketing Activity, a four-year cooperative

agreement for a health sector-wide program. The program’s goal is to contribute

to a reduction in new HIV infections, total fertility, maternal and child

mortality, malnutrition and malaria, and to improve access to family planning.

This four-year activity aims to improve utilization of and increase the uptake

of health-related social marketing products and services among under-served

Ugandan consumers and communities in rural and urban areas.


Job Summary: The Clinical

and Quality Officer will contribute to the strategic direction of the USAID Project’s

regional programming by ensuring that the proper application of clinical

service standards at static and outreach sites. The incumbent also ensures proper

clinical representation of UHMG in the regions, at the district level,

increasing UHMG collaboration with District Local Governments (DLGs) and

partnership with other stakeholders in the region and ensure proper integration

of clinical activities into outreach service delivery. The incumbent will

support and strengthen UHMG presence and support programs effectiveness in the

region with core focus on the clinical aspects of program implementation. The

incumbent will also play a supportive role in the development of HSS strategies

and frameworks, hence this will require a self-driven, seasoned, and experienced

person with skills to manage and oversee these technical areas.


Key Duties and Responsibilities: 


·        
Ensure adoption of approved SRH and MCH service

standards at all service delivery points in the assigned region.


·        
The job holder will also support service providers

to adopt integrated quality assurance tools and standards in line with the MOH quality

assurance department requirements.


·        
Coordinate planning and implementation of quality

assessments and quality improvement initiatives in all Good Life Clinics and

other service providers in assigned region.


·        
The incumbent will ensure proper integration of

districts technical staff in strengthening service delivery in all health facilities.


·        
The job holder will coordinate the establishment and

orientation of quality improvement teams at each service delivery point


·        
Ensure appropriate clinical standards are met during

service delivery in outreaches.


·        
Work with SRH, MCH, and HSS managers to adopt SOPs

and ensure their availability and use in assigned regions.


·        
Work closely with the Regional Program Coordinator

to undertake capacity building initiates to improve skills of service providers

in quality services delivery through training, coaching, CMEs, peer support

visits, etc.


·        
Document and share quality assurance activities with

relevant development partners in liaison with the supervisor.


·        
Ensure all health service delivery data is captured

into DHIS II on time.


·        
Prepare and submit weekly, monthly and quarterly

progress reports on the project’s clinical and quality assurance activities.


·        
Send periodic status reports to the supervisor for

project monitoring and evaluation.


Qualifications, Skills and

Experience: 


·        
The Clinical and Quality Officer vacancies should

hold Bachelor’s Degrees or higher in Medicine and Surgery, Nursing, Social

Sciences, Public Health, Humanities, or other related degree.


·        
Membership with professional medical/health bodies

required.


·        
Possession of Post Graduate training in health

communication will be an added advantage.


·        
Post graduate diploma in Public Health is essential,

including training in clinical services management.


·        
At least four years’ relevant experience working in

SRH and MCH programming for development/humanitarian projects/programs in a

donor environment, and in monitoring public health communication-related

projects of similar scope in a social marketing field.


·        
Prior experience in working with National and

community SRH and MCH intervention programs;


·        
Specific hands-on knowledge and skills in planning,

designing, implementing and monitoring maternal and child health programs

especially in prevention approaches is mandatory.


·        
Prior exposure and experience working with Health

Service Providers and in supporting private health facilities, Community Based

Organizations (CBOs), and districts in providing quality clinical products and

services is also required.


·        
Demonstrable results in previous work environment

should reinforce claims to this experience.


·        
Additional training in quantitative and qualitative

data collection, (knowledge, attitudes, perceptions, surveys, focus group

discussions, etc.) is mandatory


·        
Previous experience working with USAID programs will

be an added advantage.


·        
Computer literacy i.e. Proficiency in relevant

computer applications and databases, with practical skills and experience

required


·        
The applicant should be an innovative person with

specific hands on knowledge and skills in planning, designing, implementing,

monitoring, and reporting of health systems strengthening and service delivery

improvement programs especially in prevention activities, with an understanding

of social cultural and economic issues related to health.


·        
The person should be results driven and able to

deliver on set targets, with networking capabilities and able to manage

competing priorities.


·        
The person should have the ability to work under

minimum supervision with resilience, and maintain a clean and transparent

quality assurance implementation system as per set procedures.


·        
Highly self-motivated, focused, disciplined

professional, with the drive and dynamism to work under pressure with competing

deadlines, and possess the ability to make an immediate impact.


·        
Excellent communication, interpersonal, analytical

and result-oriented skills


·        
Prior experience in managing objectives with the

customer in mind.


·

responsibility, tactful, ability to plan, organize and measure outcomes of

interventions.


·
