The United

Nations Department of Field Support, Information and Communications Technology

Division (UN DFS-ICTD) is responsible for the delivery of applications that

satisfy the requirements of the Departments of Peacekeeping Operations and

Field Support (DPKO/DFS) missions as well as Special Political Missions (SPMs).

The United Nations Support Office for AMISOM (UNSOA) is a field support

operation led by the United Nations Department of Field Support (DFS) under UN

security Council Resolution 1863 (2009) mandated to deliver a logistics

capacity support package to AMISOM (African Union Mission in Somalia), as well

as to provide operational support to other East African missions. The logistics

package consists of equipment and mission support services, including ICT

infrastructure, systems and software applications in support of United Nations

peacekeeping operations, DFS and DPI in the region. UNSOA is headquartered in

Nairobi, Kenya with logistics operations facilitated through Mombasa, Kenya and

Mogadishu, Somalia. In addition, as a member of the East African Missions and

Region 2, UNSOA is a beneficiary of centralized ICT services provided by the

Regional ICT Services (RICTS) office of the Regional Service Centre Entebbe

(RSCE). These services include ICT Technical & Signals Training,

Applications Implementation, Autonomous ICT Communications, ICT Security &

Compliance, and Physical ICT Security and Surveillance. As per GA A/67/723,

there is no separate funding assessment made for the RSCE. Each mission

contributes a portion of its budget and personnel to enable the services of the

RSCE. UNOPS has been requested to assist in the implementation of this

activity.


Key Duties and Responsibilities:  Under the leadership of the ICT Security and

Operational Resilience Coordinator, the ICT Security and Operational Resilience

Officer will assume the following responsibilities:

The incumbent will also evaluate existing physical

security and safety systems to determine the potential risks and identify

possible ICT based integrated mitigation measures


·        
Evaluate physical security documentation and

operational activities to ensure they meet 

requirements


·        
Provide evaluations on current physical security

system and recommendations for improvements, utilizing ICT-based compatible,

integrated security solutions


·        
Regularly review physical security regulations,

policies, procedures, standards and guidelines in preparation for and conducts

assessments


·        
Actively participate in technical meetings with

client missions to gather data for preparation of  assessment activities


·        
The job holder will make sure that all required and

applicable ICT-based security controls have been properly identified,

implemented and maintained as intended


·        
Prepare for and conduct client physical security

assessment briefings


·        
Create, review and edit related documentation using

Microsoft Office Productivity tools such as Access, Excel, Word, etc.


·        
The incumbent will draft physical ICT risk

assessment reports based on findings from the assessment activities


·        
Provide ICT-based integrated security solution

services including physical security, static security, personnel security,

facilities security, operations security, and integrated fire safety systems


·        
On-site Quality Control/Compliance assessments using

project management tools and methodology


·        
Technically support other ICT security activities

such as regional ICT security integration activities


·        
Project Management of assigned client projects

ensuring proper information flow, leveled expectations and on time deliverables


·        
Provide client support via conference calls, on-site

meetings, and electronic communications


·        
Ensure that systems implemented, designed or

acquired meet the business continuity requirements


·        
Implement assistance for ICT security control

products such as IPS, Breach Detection, Data Loss Prevention, and Encryption


·        
Client presentation to both technical and administrative

audiences


·        
Perform any other related duties as required by the ICT

Security and Operational Resilience Coordinator.


Qualifications, Skills and Experience:  


·        
The ideal candidate for the United Nations UNOPS ICT

Security and Operational Resilience Officer should preferably hold a Master’s

degree or equivalent in computer or information systems, telecommunications, or

other related field. A first level university degree with a relevant

combination of academic qualifications and experience may be accepted in lieu

of an advanced university degree.


·        
IT Certifications: Certified Protection Professional

(CPP) and/or Physical Security Professional ASIS Certification are preferred.


·        
Certifications such as the CISSP, CISM, CRISC, SSCP,

CSSLP, ITIL, PRINCE2 or GIAC are desirable.


·        
At least five years of relevant experience in ICT

environment is required, with three years of demonstrated cumulative experience

in security engineering tasks including computer system security, data security

administration, IS disaster recovery, networking, and/or project management.


·        
At least a year’s experience in performing

vulnerability assessments, security analysis, and developing mitigation

strategies is required.


·        
Broad working knowledge and experience in threat

assessment and risk analysis, integrated physical security systems, and the

appropriate identification, implementation, and ongoing evaluation of security

measures.


·        
Prior experience with SAN and NAS as well as WAN

optimization technologies, firewall, network intrusion detection and prevention

systems, malware protection, security information and event management

technologies is required. Professional experience at the international level in

the public/private sector is desirable.


·        
Previous experience with ISO 27000 series of

security standards and best-practices is desirable.


·        
Language Requirements: Fluency in

English is required. Knowledge of a second UN language is highly desirable.


·        
Professionalism: Strong

theoretical background and substantial experience in Information and

Communications Technology (ICT), particularly in the areas of ICT security and

operational resilience including risk assessments procedures, business

continuity, and disaster recovery. Extensive knowledge of network designing,

architecture planning, deployment and support. Ability to independently run

projects and to perform security assessments and reviews, and ability to prepare

recommendations to effectively address a wide range of security related issues.

Demonstrated ability to work towards the achievement of defined deliverables.

identify and analyze clients’ security needs and develop appropriate solutions

to meet the business needs.


·        
Planning and Organizing: Ability to

organize, plan and implement work assignments, juggle competing demands and

work under pressure of frequent and tight deadlines. Sound organization and

interpersonal skills, ability to coordinate teams of individuals with diverse

skills set.


·        
Communications: Excellent

communication (spoken and written) skills, including the ability to convey

complex technical concepts both orally and in writing, in a clear, concise

manner. Ability to formulate detailed technical reports.


·        
Teamwork: Strong

interpersonal skills and ability to establish and maintain effective

partnerships and working relations in a multi-cultural, multi-ethnic

environment with sensitivity and respect
