The Public

Integrity and Openness (PIO) Department convenes a leading group of

practitioners focused on advancing cutting-edge practices and innovations in

the fields of procurement, anti-corruption and open government. In that

context, the PIO Department supports governments and non-governmental actors in

institutional strengthening and capacity building, improvement and

modernization of procurement and information systems, ensuring efficiency of

transactions, in order to ensure improved governance and enhanced development

outcomes. The PIO Department advances these efforts across sectors and across

all regions of the world. The theme will:

Provide technical advice on procurement fiduciary

activities and lead policy dialogue on procurement with client countries


·        
Support client countries in achieving value for

money in public procurement in order to enhance service delivery and development

outcomes with integrity


·        
Create the space for procurement/governance

innovation to happen


·        
Establish proactive processes to identify and deploy

knowledge to solve specific problems, and improve development outcomes in

client countries


·        
Facilitate and join global platforms to share

knowledge and practices across the world.


Job Summary: The Senior

Procurement Specialist will support the World Bank in the implementation and

further development of Public Integrity and Openness (PIO)  activities in Uganda with regard to Public

procurement. S/he will serve as a procurement expert on projects; including

support the Practice Manager, PIO-Africa in the full range of procurement

service, fiduciary and knowledge functions. 


Key Duties and Responsibilities:

Under the overall supervision of the Practice

Manager, PIO-Africa and the guidance of the Procurement Hub Coordinator, the

incumbent:


·        
Works independently on procurement matters in

specific sectors in the performance of the Bank’s fiduciary and service

functions, seeking guidance on complex projects/issues from senior procurement

staff.


·        
Offers operational assistant to clients and Bank

staff on concepts, policies and procedures for international and local procurement.


·        
Designs and conducts workshops to educate

procurement professionals in the Bank and in borrower agencies on the Bank’s

philosophy and approach to procurement, the rationale of its policy framework,

relevant procedures and processes, as well as on specialized procurement

topics.


·        
The incumbent will deploy appropriate methodologies

for handling simple and complex procurement tasks and/or issues


·        
Works across countries/sectors, is responsible for

reviewing and handling the technical, commercial and legal aspects of

procurement (in consultation with Legal and Policy departments as necessary) at

all stages of the project cycle, to include analysis of systemic and other

procurement issues, procurement planning, design, implementation and

management, and training.


·        
Actively participates in missions as sole

procurement expert on large projects; assesses procurement implications of

project design, evaluates institutional capacity of borrowers and develops

suitable procurement plans.


·        
Takes part in country procurement assessments,

prepares background analysis, collaborates on developing appropriate public

procurement legislation and practices and tailors instruments to meet specific

client needs.


·        
The job holder negotiates and resolves difficult

procurement issues with Borrower agencies and handles questions/complaints from

senior officials and contractors on bidding and award issues.


·        
Prepares a range of procurement-related documents

and reports.


·        
Manages appropriate interaction with country

counterparts on sector, organizational, human resources management, financial,

economic and regulatory practices.


·        
Provides guidance and training to junior procurement

staff at grades GD and GE.


·        
Plays a leadership and advisory role to clients and

colleagues in handling complex procurement tasks and issues, which frequently

cut across sectors, countries and/or work units.


·        
Employs appropriate methodologies for handling

simple and complex procurement tasks and/or issues.


·        
Makes significant contributions in evaluating and

developing improvements to borrower’s procurement regulations/practices,

including influencing the design, reform and establishment of national and

subnational public procurement systems and strengthening of institutional

capacity within borrower entities.


·        
Plays a pivotal role in improving Bank procurement

practices and approaches; generates “concept notes” and best

practices papers and develops innovative solutions to particularly difficult procurement

and related issues.


·        
Leads missions and supervises major projects as a

technical expert; interacts with clients at the policy level.


·        
Prepares and/or comments on draft operational

directives and policy papers; produces major/complex reports.


·        
Develops and executes training modules on complex

procurement topics.


·        
Works independently under general direction of unit

manager or equivalent, and guides and mentors more junior staff.


Qualifications, Skills and

Experience: 


·        
The ideal candidate for the World Bank Senior Procurement

Specialist should have skills and experience in supporting staff, Uganda

Government and other agencies


·        
The ideal candidate should have detailed knowledge

and understanding of project procurement in different sectors with a

considerable knowledge of the budget execution issues in Uganda.


·        
Exceptional operational and analytical skills


·        
Possess strong knowledge and understanding of

project procurement management.


·        
Fluency in English is required.
