The Uganda

Local Governments’ Association (ULGA) is an Association for Local Governments

in Uganda that was formed in 1994 with the mandate to unite Local Governments,

and provide them with a forum through which to come together and give each

other support and guidance to make common positions on key issues that affect

Local Governance. ULGA carries out this mandate through lobbying, advocacy and

representation of Local Governments at local, National and International fora.

Its ultimate goal is to promote and build Democratic and Accountable Local

Governments capable of delivering Efficient and Sustainable Public Services to

the people of Uganda. Our current strategic focus is in the areas of lobbying

and advocacy; institutional strengthening; increasing services to members and

facilitating local economic development.


Job Summary: The Business

Development Manager will develop and implement frameworks and approaches to

analyse, attract and grow business opportunities for LGCG in line with LGCG

strategy and LGCG policy guidelines


Key Duties and Responsibilities: 


1.

Develop, implement and account for the outputs of the LGCG strategy, and annual

plans:


·        
Implement and further develop LGCG’s vision,

mission, philosophy and principles in Uganda in line with agreed LGCG

strategies and organisational priorities


·        
The incumbent will represent LGCG in a variety of

forums and maintain external relationships within a diverse range of

stakeholders in the sector including national government, key national and

international NGOs, donors, academic, social movements, CBO’s, media and other

relevant institutions in Uganda


·        
Significantly contribute to LGCG’s development as a

leading consulting entity in local government in Uganda.


·        
Manage the publicity initiatives for LGCG through

the development of an independent LGCG website, promotion of LGCG services

through various forums and attraction of clients to LGCG services.


·        
Set the strategic agenda for LGCG and develop,

implement/ account for the annual plans and performance of LGCG


2.

Build and pursue high level and detailed business cases for key opportunities

and make recommendations of findings to the ULGA Secretary General:


·        
Develop and implement mechanisms for identifying and

tracking opportunities for consulting business for LGCG


·        
Create innovations and research new opportunities

(from one’s experience and exposure) and develop concepts for implementation


·        
Explore Public Private Partnerships that LGCG can

leverage to acquire consulting projects or resources for implementation of LGCG

programs


·        
Seek and recommend to management partnerships with

training institutions through which their capability could be leveraged to

deliver quality (paid or unpaid) consulting services to ULGA members


3.

Lead, supervise and participate in the implementation of LGCG’s consulting and

other program activities in line with the ULGA training plan/ calendar:


·        
Develop consulting or funding proposals for various

identified business / innovative or consulting assignments


·        
Identify and bid for the provision of LGCG services

amongst LGs in and outside Uganda


·        
Develop and prepare various consulting

products/packages in liaison with the ULGA team for paid services under LGCG


·        
Report on the performance of the LGCG in line with

according to the annual LGCG plan and reporting guidelines


4.

Set up and supervise the LGCG staff and consulting teams in line with LGCG HR

guidelines as well as Consulting project documents:


·        
Develop and maintain a robust consultants register

for LGCG (preferably online)


·        
Set up an enabling environment to encourage staff /

consultant productivity, innovation and performance (e.g. facilities,

equipment, duty facilitation, team building, reward and recognition etc.)


·        
Set, agree and document performance objectives with

staff and consultants in line with project objectives and the LGCH HR Policy.


·        
Participate in the development and implementation of

LGCG growth and improvement projects or initiatives in line with assignments/

instructions from the line manager


·        
Regularly review staff / consultant performance and

competence, recommending areas for improvement and approving relevant training

and development initiatives


·        
Provide coaching and mentoring for staff /

consultants as well as set up frameworks for their coaching and growth


5.

Oversee the management of LGCG’s financial and other resources in line with the

LGCG Finance policy:


·        
Oversee the prudent management of LGCGs finances by

taking charge and accounting for the LGCG finances


·        
Set up and implement policy frameworks for the

management of LGCG’s resources (HR Policy, Finance Policy, IT Policy, Admin

Policy, Communications etc)


·        
Take responsibility for the overall financial and

programmatic growth of LGCG in line with the LGCG strategy


·        
Ensure operational efficiency in the day-to-day LGCG

operations in line with various LGCG policies


·        
Prepare and submit periodic reports

(monthly/quarterly) and publications (weekly on the LGCG website) on the

performance of the LGCG


Qualifications, Skills and

Experience: 


·        
The ideal candidate for the Business Development Manager vacancy should preferably hold a Degree in Business Administration,

Engineering, Public Administration Economics, Development Studies, social

sciences or any other relevant qualification. Possession of a Master’s Degree is

mandatory


·        
A minimum of three to five years’ experience working

in a business or consulting environment


·        
Past experience writing consulting bids and prospecting

for business


·        
Knowledge of writing technical and financial

proposals / bidding for business


·        
Consulting skills


·        
Skilled and knowledgeable in Qualitative &

Quantitative analysis of data


·        
Training of Master Trainers or Training of Trainers


·        
Working knowledge of setting up and growing a

business


·        
Good planning & budgeting skills


·        
Good report writing skills


·        
Good presentation skills


·        
Analysis and interpretation of issues


·        
Project proposal development


·        
Financial Management skills


·        
People management skills


·        
Computer literacy skills i.e. Word, Excel,

PowerPoint, Outlook.


·        
Strategic and Analytical thinking skills
