UHMG was

awarded the USAID/Uganda Social Marketing Activity, a four-year cooperative

agreement for a health sector-wide program. The program’s goal is to contribute

to a reduction in new HIV infections, total fertility, maternal and child

mortality, malnutrition and malaria, and to improve access to family planning.

This four-year activity aims to improve utilization of and increase the uptake

of health-related social marketing products and services among under-served

Ugandan consumers and communities in rural and urban areas.


Job Summary: The Social and

Behaviour Change Communication Officer will provide professional support

services in Social Behavior Change Communication (SBCC) at the project level,

including implementing and monitoring the execution of UHMG’s communication

strategies and campaigns, guided by the SBCC Strategy. The Social and Behaviour

Change Communication Officer will play a leading role in the development of

SBCC intervention strategies and frameworks, hence this will require a

self-driven, seasoned, and experienced person with skills to manage and oversee

these technical areas.


Key Duties and Responsibilities: 


·        
Significantly contribute to the development and

updating of UHMG’s Social and Behavior Change Communication strategy, on the

basis of qualitative research and analysis of survey results and other data.


·        
Actively participate in the development and

distribution of SBCC/IEC collateral, materials and services with AdAgencies, Printing

and Production services, and Community Activations, for quality production and timeliness

for both print and broadcast materials.


·        
Co-ordinate the concept testing and pre-testing of

all communication materials that are developed.


·        
Work closely with the Procurement team to ensure

development and timely procurement of IEC materials.


·        
Work in liaison with the supervisor, develop and

oversee dissemination of SBCC messages and campaign materials,

training/capacity building of other staff and oversight of SBCC activities.


·        
Execute the project’s communication campaigns, i.e.

Above-The-Line (mass media) communication, Community Interpersonal

communication, and Social Media Communication campaigns.


·        
Disseminate targeted communication materials that

increase public knowledge about benefits of adhering to healthy behaviours, and

carry out community sensitization campaigns for targeted beneficiaries.


·        
Utilize Communication and Branding Guidelines in the

day-to-day implementation of integrated project communication activities and

results-oriented interventions, monitor progress, and ensure adherence to set guidelines.


·        
Support in the documentation of project case

studies, lessons learnt, advocacy campaigns and project reporting.


·        
Work closely with the respective District Local

Governments, VHTs, and key partners to ensure that Above-The-Line (mass media)

communication, Community Interpersonal communication, and Social Media

Communication campaigns and interventions are effectively and efficiently

implemented in the targeted districts.


·        
Technically support quality assurance in all

Communication strategies, materials, and activities undertaken in the communication

department, and ensure, that they adhere to relevant USAID, UHMG, MOH, and

other key stakeholder policies, guidelines and standards, and are approved by

the relevant regulatory bodies.


·        
Technically support the supervisor in coordinating

the respective project’s media-related activities, including organizing

meetings with media representatives, editors, senior columnists, owners of

media channels/newspapers and with other stakeholders.


·        
Develop success stories and lessons learnt during

implementation of the communication activities, and ensure that regular

publications (case studies, project updates, newsletters, etc.) are printed,

and updated in a timely and consistent manner.


·        
Prepare and send weekly, monthly and quarterly

progress reports on the project’s communication activities.


·        
Prepare and send periodic status reports to the

supervisor for project monitoring and evaluation.


Qualifications, Skills and

Experience: 


·        
The applicants should hold Bachelor’s Degrees or

higher in Mass Communication, Commerce (Marketing), Business Administration, Public

Health, or other related degree.


·        
Possession of Post Graduate training in health

communication will be an added advantage.


·        
Demonstrated handling of BCC interventions and

hands-on experience in driving targeted SBCC campaigns, and in communication

stakeholder management, digital marketing tools, and social media is essential


·        
Working knowledge of public health service delivery,

community outreaches and social marketing, and experience in working with

community health-intervention programs and in dissemination of information

through different communication channels.


·        
Significant experience in working with national and

community SBCC intervention programs; Specific hands-on knowledge and skills in

planning, designing, implementing and monitoring SBCC programs especially in prevention

approaches is mandatory.


·        
A minimum of four years’ relevant experience working

in public health communication programming for development/humanitarian

projects/programs in a donor environment, in managing social behavior change

communication campaigns, and in monitoring public health communication-related

projects of similar scope in a social marketing field.


·        
Demonstrable results in previous work environment

should reinforce claims to this experience.


·        
Additional training in quantitative and qualitative

data collection, (knowledge, attitudes, perceptions, surveys, focus group

discussions, etc.) is key.


·        
Previous experience working with USAID programs will

be an added advantage.


·        
The Social and Behaviour Change Communication

Officer requires an innovative person with specific hands on knowledge and

skills in planning, designing, implementing, monitoring, and reporting of SBCC

programs especially in prevention activities, with an understanding of social

cultural and economic issues related to health.


·        
The person should be results driven and able to

deliver on set targets, with networking capabilities and able to manage

competing priorities.


·        
The person should have the capacity to work under

minimum supervision with resilience, and maintain a clean and transparent SBCC

implementation system as per set procedures.


·        
Computer literacy i.e. Proficiency in relevant

computer applications and databases, with practical skills and experience

required


·        
Highly self-motivated, focused, disciplined

professional, with the drive and dynamism to work under pressure with competing

deadlines, and possess the ability to make an immediate impact.


·        
Excellent communication, interpersonal, analytical

and result-oriented skills


·        
Prior experience in managing objectives with the

customer in mind.


·        
Good judgment, initiative, high sense of responsibility,

tactful, ability to plan, organize and measure outcomes of interventions.


·        
Exemplary and honest, with a high level of energy

and integrity, and able to work under minimum supervision.


·        
High degree of flexibility, innovativeness
