Restless

Development is an international non-profit organization which is embarking on

becoming the global banner carrier for youth-led development; demonstrating at

the grassroots and policy levels that young people can and must play a lead

role in development. Over the past five years, Restless Development has more

than tripled the size of its budgets and programmes, and has been repeatedly

cited as a model of best practice in youth-led development by the World Bank,

DFID, UNICEF and others.


Restless

Development in partnership with AfriYAN(both members of the youth Noise

Coalition)will for two years (2016 and 2017) implement the My Voice My Right

(MVMR) Programme in Mayuge and Jinja Districts of Eastern Uganda and Kampala in

Central Uganda (for advocacy). The overall objective of this programme is to

increase the number of young people living in rural areas who have access to

Sexuality Education (SE) & youth-friendly health services. Specifically,

MVMR programme aims at empowering young people with knowledge and skills to

effect change in their own lives and that of their peers and communities, by

making informed choices, and advocating for effective service delivery using

the existing government policies and strategies on sexual and reproductive

health and rights among other development priorities. In the Districts,

Restless Development will work through the existing District and Sub-County

structures. The programme will directly target Community Based Organisations,

Health centre service providers and primary school teachers whose capacity

shall be built to effectively support young people’s access to sexuality

education and youth friendly health services.

Job Summary: The Youth Advocate’s main duties are to work with

Restless Development staff members and other MVMR implementing partners

by: 

  • Participating fully in advocates foundation  and refresher training

  • Planning and implementing assigned MVMR

    advocacy  activities

  • Keenly monitoring and reporting on MVMR

    programme activities and their progress

  • Networking and building partnerships with

    relevant stakeholders

  • Transparently managing programme finances


Key Duties and Responsibilities: 


1. Programme

Implementation: Planning & Implementing All Assigned  MVMR 

Advocacy Activities (55%)

  • Be a youth advocate in your community,

    someone they can respect, approach and confide in

  • Act as a voice for young people before policy

    and decision makers at local and National level.

  • Work with Restless Development’s MVMR Team,

    AfriYAN Team, District leaders, Sub county leaders, Health centre in

    charges and Parish Chiefs to: -Ensure that the following MVMR activities

    are implemented effectively to meet the set targets, on time and within

    budget.

  • As advocates for action you will be required

    to implement the following activities;

  • Carry out Youth led-research and advocacy at

    district level on youth sexual reproductive health

  • Support AfriYAN Coalition members with

    evidence to inform their national level advocacy

  • Regular communication with AfriYAN members

    (buddying system/social media platform?)

  • Carry out district youth consultations to

    investigate key SRH challenges affecting youth and their suggested

    solutions

  • Work with a technical consultant to assess

    the level of implementation of existing adolescent health policy.

  • Work with AfriYAN to conduct youth-led

    district level advocacy.

  • Present at SRHR Dialogues at the district

    level.

  • Use UNICEF’s U-report to support advocacy

    efforts.

  • Actively participate in budgeting processes

    related to ASRHR

  • Take part in A4A training


2. Networking: Networking

and Building Partnerships with relevant stakeholders (20%)

  • Identify and strengthen partnerships with key

    local stakeholders, including community leaders, religious leaders,

    teachers, health centre staff, parents, local government councillors and

    officials

  • Build working relationships with all

    stakeholders


3. Training: Participating

Fully in Advocates Training (15%)

  • Ensure 100% attendance rate at training

    sessions

  • Demonstrate an understanding of Restless Development’s

    mission and values

  • Demonstrate an understanding of Access to

    Sexual Reproductive Health (ASRH) including comprehensive sexuality

    education (CSE) issues and youth-led advocacy.

  • Demonstrate an understanding of the aim and

    objectives of the MVMR project

  • Demonstrate an understanding of Restless

    Development’s valuable life skills including Decision Making/Problem

    Solving, Interpersonal Communication, Coping and Self-Management, Healthy

    Lifestyle, Motivation/Leadership 


4. M&E: Monitoring

and Reporting On Keep It Real Programme Activities and their Progress (10%)

  • Prepare detailed workplans, using a standard

    format to be submitted to the Programme officer monthly basis.

  • Complete participant lists, activity reports

    and monthly summary reports accurately and submit monthly.

  • The incumbent will complete event proposal

    forms and submit at least 2 weeks prior to the date of the proposed event.

  • Complete a detailed event report, using the

    prescribed form, on a monthly basis.

  • Create a map/ data base of institution and

    stakeholder related to your advocacy work in the sub county you are

    working.

  • Complete attendance registers that record age

    and gender of participants for every workshop and every activity that you

    facilitate or attend.

  • Avail time for routine evidence based

    decision making meeting with programme officer to allow informed decision.


5. Finance Management: Transparently

Managing Programme Finances Uphold Organisation Policy (5%)

  • Submit event proposals for funds two weeks

    prior to the event

  • Submit documentation/receipts to show full

    accountability of funds used.

  • Provide security update to allow timely and

    effective support from Restless Development staff


Qualifications, Skills and Experience: 

  • The Restless Youth Advocate should preferably

    be a graduate though the minimum level should be A’ level

  • The applicants must be a Ugandan aged between

    18 to 28.

  • Must be committed to the principle of

    volunteering to support community development.

  • Broad working knowledge of, or Interest in

    Adolescent Sexual Reproductive Health issues and advocacy.

  • Experience of facilitating community

    dialogues and youth meetings

  • Computer literacy skills( Microsoft word,

    Excel and Power point)

  • Proven ability to connect with fellow young

    people in his/her District.

  • Ability to participate in the programme

    between March 2015 to December 2016

  • Fluent in English, Lusoga/Luganda

  • Must be a resident of Jinja and Mayuge; and

    willing to work with in these Districts.

  • Personal commitment to Restless Development’s

    mission and values.


Duration of Contract: 1st March – 31st December  2016
