The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.
Job Summary: The Materials Specialist will be in charge of
carrying out extensive soils and
materials
testing including determination of adequacy of sub-grade materials, pavement
layers, stability of existing embankments, and identification of suitable borrow
pits. The Materials Specialist will also be responsible for providing geotechnical
and geological studies and analyses, reviewing of specialized and field laboratory
test results and developing design recommendations.
Key Duties and Responsibilities:
- Develop and implement UNRA guidelines for
soils and materials investigations and tests in accordance with
international Engineering standards; - Plan and undertake soils, materials and
geotechnical investigations on UNRA construction projects in line with
approved UNRA guidelines; - Plan and provide professional input to the
statements of requirements/terms of references for soils and material
studies and bidding documents; - Carry out the review of soils and materials
data and material test results prepared by external consultants; - Plan and undertake inspection of construction
works to ensure materials used conform to specifications and standards; - The incumbent will also plan and implement a
system of managing risks on soil and material activities and develop risk
mitigation measures. - Perform any other duties as assigned by the Head
Design.
Qualifications, Skills and Experience:
- The applicant for the UNRA Materials
Specialist job vacancy should hold an Honors Degree in Civil Engineering,
Highway Engineering or; - For those with a Bachelor’s Degree, a Master’s
Degree in a related field and other post graduate qualifications in Civil
Engineering or other relevant field will be an added advantage; - Professional registration with the
Professional Engineers Registration Board (ERB) or its equivalent in the
Commonwealth is a must. - At least five years’ experience in Soils and
Materials investigations and studies. - Impeccable level of integrity;
- Computer literacy skills
- Excellent track record of outstanding
performance; - Excellent interpersonal, particularly
staff/management relation skills - Excellent oral and written communication
skills; - Ability to manage/supervise multi skilled
teams and deliver accurate results in a timely manner and in an environment
with multiple and challenging tasks.
