The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.
Job Summary: The Head Network Planning will be in charge of
managing UNRA’s road and bridge asset network data and plan investment in the
road network. The Head Road network planning will also provide technical advice
in road asset management in line with industry best practice and take
responsibility for upgrading, updating and maintaining the road and bridge
Asset Management Systems and recommending appropriate Asset Management
Strategies and investment plans. The incumbent will also be responsible for accountability
of the resources under the department including human, financial, property,
equipment etc.
Key Duties and Responsibilities:
- Plan and set performance benchmarks for the
department in line with the strategic plan and Board directives - Develop and coordinate the collection of inventory
data, road and bridge condition data, site investigations and testing,
traffic and other network data. - Plan, review and update the road and bridge
management systems in line with UNRA Information Management guidelines. - Plan, review and implement best practice
asset management and maintenance systems and coordinate the implementation
of Annual Investment Plans in line with the strategic plan and objectives - Plan, coordinate the management and monitor
the implementation of Road Network planning contracts and projects in line
with UNRA strategy - Plan, budget and account for Network Planning
departmental resources in line with UNRA financial management guidelines - Plan and implement a system of managing risks
in the networking activities and develop risk mitigation measures. - Mentor and manage the performance of direct
reports in line with the performance management system of UNRA - Perform any other duties as assigned by the
Director Network Planning and Engineering
Qualifications, Skills and Experience:
- The applicant for the UNRA Head Network
Planning job vacancy should hold an Honors Degree in Civil Engineering,
Highway Engineering; - Possession of
a Master’s Degree in a related field and other post graduate
qualifications in Civil Engineering or other relevant field will be an
added advantage. - Professional registration with the Professional
Engineers Registration Board (ERB) or its equivalent in the Commonwealth
countries is mandatory - Five years’ experience in Road Asset Management
projects. - Broad working knowledge of asset management
experience and infrastructure asset management processes, procedures and
practices. - High level of computer skills and experience
in the use of Asset Management systems, database management, spread
sheets, word processing, scheduling and computer based estimating and GIS. - Demonstrated working experience in managing
diverse professionals. - Computer literacy skills
- High degree of integrity;
- Excellent track record of outstanding
performance; - Excellent interpersonal, particularly
staff/management relation skills - Excellent oral and written communication
skills. - Ability to manage/supervise multi skilled
teams and deliver accurate - results in a timely manner and in an
environment with multiple and - challenging tasks
