The

Uganda National Roads Authority (UNRA) was established by an Act of Parliament;

The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on

1st July 2008.  The mandate of UNRA is to

develop and maintain the national roads network, advise Government on general

roads policy and contribute to addressing of transport concerns, among others.


Job Summary: The Legal Officer- Contracts will be charged with

the preparation of all contract documents, claims and offer legal opinions and

support relating to contracts and claims and prepare all draft bidding and

contract documents. In addition, the UNRA Legal Officer will


participate

in handling contractual claims and disputes arising out of project implementation.


Key Duties and Responsibilities:

  • Charged with drafting contracts as assigned

    in line with departmental guidelines corporate objectives and the law;

  • Handle assigned contractual claims and

    disputes arising out of project implementation;

  • Manage contracts to ensure compliance and

    adherence to all regulations;

  • Respond to audit reports and implement agreed

    recommendations;

  • Conduct administrative reviews for effective

    dispute resolution on assigned cases.

  • Manage and develop other staff in the unit in

    line with the Human Resource Policies Manual;

  • Carry out any other allocated assignments

    from time to time by the Senior Legal Officer Contracts


Qualifications, Skills and Experience:

  • The applicant for the UNRA Legal Officer – Contracts

    job opportunity should hold an Honors’ Degree in Law from a recognized

    University;

  • The applicant must be an advocate of the High

    Court of Uganda with a valid practicing certificate;

  • Possess a valid Post Graduate qualification

    in procurement or contract law is an added advantage.

  • Detailed working experience in dealing with

    diverse professions;

  • Prior exposure and experience in contractual

    dispute resolution or representation in contract adjudication proceedings;

  • Demonstrated working experience in

    procurement and contract law.

  • Impeccable level of integrity;

  • Systematic, meticulous with ability to pay

    attention to detail;

  • Proven ability to work as part of a team;

  • Excellent interpersonal, particularly

    staff/management relation skills

  • Excellent oral and written communication

    skills;

  • Strategic thinking and ability to work and

    produce accurate results in an environment with multiple and challenging

    tasks
